Էլեկտրոնային ընտրական համակարգերի ներդրումը չի նվազեցնի խախտումների թիվը

«Իրազեկ քաղաքացիների միավորում» էլեկտրոնային ընտրական համակարգերի վերաբերյալ մի հոդվածով է հանդես եկել, որտեղ անդրադարձել է այն բանին, որ այդ նորամուծությունը բնավ չի նվազեցնի խախտումների թիվը, դեռ հակառակը, իրենց «գործն» իմացող մարդիկ միշտ էլ մի հնար կգտնեն իրենց անհրաժեշտ ընտրական արդյունքներ ապահովելու համար:
 
Ինչպես գիտեք, ընդունվելիք նոր Ընտրական օրենսգրքի նախագծով կառավարությունն առաջարկում է ներմուծել ընտրական տեղամասում ընտրողների գրանցման էլեկտրոնային համակարգ: Նախագիծը ենթադրում է, որ ընտրական տեղամաս եկած ընտրողը անձը հաստատող փաստաթղթով մոտենում է էլեկտրոնային համակարգի մասնագետին, ով համակարգի միջոցով գրանցվում է ընտրողին: Համակարգը, իր հերթին, համոզվում է, որ տվյալ ընտրողը ներառված է այդ ընտրական տեղամասի ընտրողների ցուցակում եւ առաջին անգամ է քվեարկում, որից հետո տպում եւ ընտրողին է տալիս քվեարկության կտրոնը:
 
Ըստ «Իրազեկ քաղաքացիների միավորման»՝ իշխանությունների համոզմամբ այս համակարգն իբր նվազեցնելու է մարդկային գործոնը, սակայն իրականում դա այդպես չէ:
 
Այսպես, ըստ Ընտրական օրենսգրքի նախագծի 66-րդ հոդվածի երկրորդ մասի, «…ներկայացված փաստաթուղթը սարքավորման կողմից չի ընթերցվում, ապա մասնագետը ստեղնաշարով ներմուծում է այդ փաստաթղթում ամրագրված անձնագրի կամ նույնականցման քարտի համարը ընտրողների ինքնությունը ստուգող տեխնիկական սարքավորման մեջ»:
 
Ինչպես կազմակերպության մասնագետն է մեկնաբանում, եթե էլեկտրոնային համակարգի մասնագետը ունենա որեւէ բացակա ընտրողի անձնագրային տվյալները, ապա կարող է հանգիստ գրանցել այդ ընտրողին ու առանց անձը հաստատող փաստաթղթի քվեարկել վերջինիս փոխարեն: «Այդպես կարելի է կատարել կրկնաքվեարկություն ընտրական տեղամաս չեկած բոլոր քաղաքացիների փոխարեն, եթե տեղամասը գոնե ինչ-որ կարճ ժամանակահատվածով դուրս մնա քաղաքացիական հասարակության կամ ընդդիմության վերահսկողության տիրույթից»,- նշված է հոդվածի մեջ:
 
Բացի այդ՝ Ընտրական օրենսգրքի նախագծով դիտորդներին, լրագրողներին ու վստահված անձանց ընտրական տեղամասից դուրս հանելու նոր մեխանզմներ են ներդրվում, ինչը հանցավոր համաձայնության դեպքում ընտրական հանձնաժողովի անդամների համար լայնածավալ կրկնաքվեարկությունների առիթ կհանդիսանա:
 
«Այստեղ հարկ է նաեւ ընդգծել, որ էլեկտրոնային համակարգը վերցնելու է նաեւ ընտրողի մատնահետքը, որպեսզի հետագայում ստուգմամբ պարզվի, թե արդյո՞ք նույն մատնահետքը այլ ընտրական տեղամասերում չի երեւացել: Հետեւապես մատնահետքերի համակարգը որեւէ կերպ չի կանխի կեղծիքները, քանի որ հանցագործները կարող են ամեն անգամ կրկնաքվեարկել այլ մատով կամ մատնահետքը դարձնել անընթեռնելի», - հայտնում է հոդվածագիրը:
 
Ըստ հեղինակի՝ ընտրողների գրանցման էլեկտրոնային համակարգը որեւէ կերպ չի բացառում մարդկային գործոնը եւ ընտրական հանձնաժողովում համապատասխան հանցավոր համաձայնության պարագայում չի կանխում այլ անձի փոխարեն քվեարկությունները:
