Նորություն չէ, որ Հայաստանում մսխվում են ոչ միայն պետական բյուջեի, այլև դրամաշնորհային և վարկային միջոցները։ Այսպես մսխվել են նաև գյուղատնտեսության ոլորտին անցած տարի հատկացված վարկային միջոցները։ «Ժողովուրդ»–ին հայտնի դարձավ, որ «Շուկայավարման հնարավորություններ ֆերմերներին» ծրագրի շրջանակներում վարկեր են տրվել այնպիսի ընկերությունների, որոնք պաշտոնապես սնանկ են ճանաչվել։

«ՎՊ ստուգմամբ պարզվել է, որ ծրագիրն իրականացնողների կողմից չեն ապահովվել բաժանորդագրման պայմանագրով հիմնադրամի և ընկերությունների կողմից երաշխավորված նվազագույն հիմնական գործառնական և ֆինանսական ցուցանիշները։ Բացի այդ՝ ընկերությունների կողմից պետք Է կատարվեին 1 մլրդ դրամ շահութաբաժնի և փոխառության գումարի վճարում, սակայն վճարման ժամանակացույցերի փոփոխման արդյունքում 252 մլն դրամի վճարումը հետաձգվել է, և վճարվելիք գումարի չափը սահմանվել Է 748 մլն դրամ, որից վճարվել Է ընդամենը 409 մլն դրամ։ Պարտքը կազմել 1339 մլն դրամ, իսկ ժամկետանց օրերի տույժը՝ 53 մլն դրամ։

Գյուղական տարածքների տնտեսական զարգացման հիմնադրամը մշակել Է ներդրումների իրականացման և վերակառուցման գծով իրականացվելիք գործողությունների ծրագիր, ըստ որի ընկերությունները բաժանվել են երեք խմբի։ Առաջինը՝ անհույս ընկերություններն են, որոնց պարտավորությունները  հիմնադրամի  և այլ ֆինանսական կառույցների հանդեպ գերազանցել Են առկա ակտիվները։

«Ժողովուրդ»–ը տեղեկացավ որ այս խմբում ներառվել են չորս ընկերություններ, որոնցից երկուսը պաշտոնապես սնանկ են ճանաչված, իսկ մյուս երկուսը մի քանի տարի Է՝ չեն գործում և փաստացի սնանկ են։ Այդ ընկերություններում կատարվել է 595 մլն դրամի ներդրում, և տրամադրվել են փոխառություններ։ Պարտավորությունները հիմնադրամի նկատմամբ կազմում են 810.6 մլն դրամ։ Հիմա ձեռնարկվում են միջոցներ բանակցությունների, վաճառքի, դատական մարմիններին դիմելով և այլ միջոցներով վերը նշված վնասը վերականգնելու ուղղությամբ։ Ի դեպ, արդեն մեկ ընկերության նախկին բաժնետերը զիջել Է ակտիվները հիմնադրամին և հիմնադրամը տարաժամկետ վճարման պայմանով բաժնետոմսերը վաճառել է ֆիզիկական անձանց»,–գրում է թերթը։
