Ընկերությունների զարգացման հետ ավելանում են նաև իրենց տնտեսական ռիսկերը: Խոշոր ընկերությունները հաճախ լուրջ պարքեր են կուտակում այն ակնկալիքով, որ հետագայում արտադրանքի իրացման շնորհիվ դրանք կմարեն: Որքան էլ որ բիզնես նախագիծը լավը լինի, այնուամենայնիվ կարող են առաջանալ անսպասելի մարտահրավերներ, որոնք ամեն ինչ կարող են փոխել 180 աստիճանով:

Շինարարական ոլորտում արձանագրված անկումներից զգալի տուժեց «Հրազդան-ցեմենտ» ՓԲԸ-ն, որը կուտակեց հսկայական պարտքեր: Այս իրավիճակում պետությունը ուներ երկու տարբերակ ՝

1. Չներել «Հրազդան-ցեմենտ»-ին

2. Օգնել ընկերությանն առաջացած վնասներից ու պարտքերից ազատվելու համար

Նախ սկսենք նրանից, թե ինչ կտար ընկերության պարտքերը չներելը: «Հրազդան-ցեմենտ» ընկերությունն այդ դեպքում կլուծարվեր, որի արդյունքում կփակվեին մի քանի հարյուր աշխատատեղեր, Հայաստանում արտադրվող ցեմենտի ծավալները կկրճատվեին: Մյուս կողմից էլ, եթե ընկերությանը աջակցություն լինի և ընկերությունը շարունակի իր գործունեությունը, ապա կկարողանա ոչ միայն մի քանի անգամ ավելացնել ցեմենտի արտադրությունը և վճարել մոտ 700 մլն դրամի հարկեր, այլ նաև կպահպանի ավելի քան 470 աշխատատեղ և անգամ կավելացնի դրանք:


Տնտեսական այս օպերացիայում որոշում կայացվեց բուժել «հիվանդին»: Կարծում եմ, որ ընկերությունը պետք է աշխատի, որպեսզի կարողանա ոչ միայն մուծել հարկեր, այլն նաև ազատվի հին պարտքերից: Խոշոր գործարանների աշխատանքը ցանկացած դեպքում ի օգուտ տնտեսության է աշխատելու և այս տեսանկյունից ճիշտ չէր լինի զրկել ցեմենտի գործարանին հետագա աշխատանքի հնարավորությունից:
