««Բուռն գործընթացներ են գնում հակամարտության կարգավորման հարցում։ Էական Էր այն, որ ՌԴ ԱԳ նախարար Սերգեյ Լավրովը մեխանիզմների ներդրման հարցը դրեց Գերմանիայի վրա։ Մեծ ճնշման տակ Է հայտնվել Ռուսաստանը, որի հետևանքով դադարեցրել Է զենքի վաճառքը Հայաստանին, երկրորդը Գերմանիային Է հանձնել այս նախաձեռնությունը, Գերմանիան Էլ հանդես Է գալիս ողջ ԵԱՀԿ-ի օգտին, չէ՞ որ Սերժ Սարգսյանը ևս դիմել էր Գերմանիային, բողոքել, որ Ռուսաստանը զենք է վաճառում Ադրբեջանին, այսինքն բոլոր կողմերից թելերը գնում են դեպի Գերմանիա, և պարզ է, որ ԵԱՀԿ-ն ակտիվացնելու տարբեր վարկածներ են քննարկվում, բայց որոշակիություն դեռևս չկա»,– «168 ժամի» թղթակցի հետ զրույցում այս մասին Է ասել Ռազմավարական և ազգային հետազոտությունների հայկական կենտրոնի տնօրեն Մանվել Սարգսյանը։

Իր հերթին գերմանացի վերլուծաբան Ուվե Հալբախը հաստատել Է, որ Գերմանիան լինելով ԵԱՀԿ նախագահող երկիր, ցանկանում Է անել ավելին, քան իր նախորդները։ «Ուկրաինայից հետո հստակ պատկերացում կա, որ Եվրոպան շրջապատված է անկայունության օջախներով, դրանք կարող են պայթել ցանկացած պահի, այդ թվում՝ ղարաբաղյան հակամարտությունը, որն իր դեմքը ցույց տվեց ապրիլի սկզբին, հստակ պատկերացում կա, որ դրանք կարելի է վերահսկել ամրապնդելով ԵԱՀԿ գործառույթները, որոնք էականորեն թուլացել են։ Այս ուղղությամբ, ինչպես ես վերջերս բազմիցս ասել եմ, էական աշխատանք է տանում Գերմանիան իր բարձրաստիճան պաշտոնյաների Շտայնմայերի և Մերկելի կողմից։ Գերմանիայի քայլերը հակազդեցության չեն արժանանա ոչ Ռուսաստանից, ոչ Արևմուտքից, կարծում եմ Գերմանիան կառուցողական կլինի, և կլինեն մեխանիզմների տեղակայման, նախագահական հանդիպումներ անցկացնելու վերաբերյալ հստակ առաջարկներ»,– ասել Է նա»,–գրում է թերթը։
