« Երևանի քաղաքապետարանի տրանսպորտի վարչության պետ Հենրիկ Նավասարդյանը, անդրադառնալով ուղևորափոխադրումների վիճակին, նշել է, որ երթուղիներ սպասարկող մի քանի ընկերություններ սնանկացման եզրին են հայտնվել՝ չկարողանալով համապատասխան եկամուտներ ապահովել:
Ըստ վարչության պետի՝ աստիճանաբար այդ երթուղիները կարող են փակվել և կաթվածահար անել մայրաքաղաքի ամբողջ հասարակական տրանսպորտային համակարգը: Նրա տեղեկացմամբ՝ արդեն որոշ երթուղիներ դադարել են գործել, իսկ վերջերս քաղաքապետարանը ստիպված եղավ վերանայել տրանսպորտի բաշխման ցանցը և սպասարկումից հրաժարված 53 համարի միկրոավտոբուսային երթուղին փոխարինել մեկ այլ սպասարկողով:
Ըստ «Սպառողների խորհրդատվության կենտրոն» հասարակական կազմակերպության նախագահ Կարեն Չիլինգարյանի. «Այսօր ուղևորափոխադրումների ոլորտում որևէ հստակ և գրագետ կանոնակարգում գոյություն չունի: Դրա հիմքում նորից բիզնես շահն է դրված, և մրցակցության անհավասար պայմաններ են ստեղծված, ինչի հետևանքով էլ ունենք այն, ինչ ունենք»:
ՀԿ-ի նախագահը նշում է, որ երթուղային գծերի բաշխվածությունը գրագետ չի արված, կան գծեր, որոնք աշխատում են գերբեռնված ռեժիմով, հնարավորինս շատ ուղևորների են կարողանում սպասարկել, իսկ «տեր» չունեցող երթուղիների տրանսպորտային միջոցները կիսադատարկ են երթևեկում՝ երբեմն չկարողանալով օրվա այսպես կոչված պլանը կատարել, ուր մնաց՝ եկամուտներ ապահովել:
«Բանն այն է, որ հասարակական տրանսպորտը սպասարկողների միջև քաղաքային իշխանությունները խտրություն են դնում՝ որոշակի կշիռ և ազդեցություն ունեցող ընկերություններին շահութաբեր գծեր տալով, ոմանց էլ սակավաթիվ ուղևորների սպասարկող երթուղիներ առաջարկելով: Եվ փաստորեն այն գծերը, որոնք թերբեռնված են աշխատում, քիչ եկամուտներ են ստանում և մի օր էլ հրաժարվում են նման պայմաններում աշխատելուց, իսկ լավ գծերը ձեռք գցած ընկերությունները կարողանում են գերշահույթներ ստանալ: Այնպիսի տպավորություն է, որ երթուղային գծերի սխալ բաշխվածությունը միտումնավոր է արված, որպեսզի ազդեցիկ գծատերերն առավելություններ ունենան»,- նշում է մեր զրուցակիցը:
Ըստ Կարեն Չիլինգարյանի՝ քանի դեռ քաղաքային իշխանությունները ոլորտի նկատմամբ նման մոտեցում ունեն, և անգամ փորձեր չեն արվում այն բարեփոխելու ուղղությամբ, հասարակական տրանսպորտի սպասարկման որակը երբեք չի բարելավվի, որքան էլ ուղեվարձը թանկանա. «Մեզ հեծանիվ հորինել հարկավոր չէ: Աշխարհում կա հասարակական տրանսպորտի սպասարկման մի քանի մոդել, որոնք արդարացրել են իրենց: Ընդամենը հարկավոր է վերցնել դրանցից մեկը և տեղայնացնել»,–գրում է թերթը։
