1994թ. մայիսի 12-ին Լեռնային Ղարաբաղի, Հայաստանի եւ Ադրբեջանի միջեւ կնքված զինադադարի պահպանումը կողմերի միջազգային պարտավորությունն է, իսկ ապրիլի 2-5-ը Ադրբեջանի կողմից Լեռնային Ղարաբաղի դեմ ռազմական գործողությունների վերսկսումը այդ միջազգային պարտավորության կոպիտ ոտնահարում է եւ ագրեսիայի բացահայտ դրսեւորում: Այս մասին հայտարարեց ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը` «Արմենպրես»-ի խնդրանքով մեկնաբանելով զինադադարի կնքման համաձայնագրի 22-ամյակին ընդառաջ Ադրբեջանի լայնամասշտաբ ագրեսիան Լեռնային Ղարաբաղի դեմ:
-Պարոն Քոչարյան, այսօր լրանում է 1994թ. մայիսի 12-ին Լեռնային Ղարաբաղի, Հայաստանի եւ Ադրբեջանի միջեւ կնքված զինադադարի համաձայնագրի 22-ամյակը: Այդ կոնտեքստում ինչպե՞ս կմեկնաբանեք Ադրբեջանի ապրիլյան ագրեսիան Լեռնային Ղարաբաղի դեմ:
-Նախ արձանագրենք, որ Լեռնային Ղարաբաղի, Հայաստանի եւ Ադրբեջանի միջեւ 1994թ. մայիսի 12-ին կրակի եւ ռազմական գործողությունների դադարեցման մասին անժամկետ համաձայնագրի կնքումը հնարավոր դարձավ, քանի որ Ադրբեջանի ղեկավարությունը նախաձեռնեց ուղղակի բանակցություններ Լեռնային Ղարաբաղի ղեկավարության հետ: Սա ապացույց է, որ հակամարտության կարգավորման հարցում առաջընթացը հնարավոր է միայն բանակցային գործընթացին Լեռնային Ղարաբաղի լիիրավ մասնակցության պարագայում:
Արձանագրենք նաեւ, որ 1994թ. զինադադարի պահպանումը հանդիսանում է կողմերի միջազգային պարտավորությունը, իսկ ապրիլի 2-5-ը Ադրբեջանի կողմից Լեռնային Ղարաբաղի դեմ ռազմական գործողությունների վերսկսումը նաեւ այդ միջազգային պարտավորության կոպիտ ոտնահարում է եւ ագրեսիայի բացահայտ դրսեւորում:
Ադրբեջանի ապրիլյան ագրեսիան բոլորին ապացուցեց, որ անցած 22 տարիների ընթացքում Բաքուն օգտագործել է բանակցային գործընթացը որպես քող սպառազինվելու եւ ռազմական ուղով խնդիրը լուծելու համար, ինչը եւ հակամարտության գոտում ստատուս քվոյի պահպանման հիմնական պատճառն էր:
Միանգամայն հասկանալի են Մինսկի խմբի համանախագահող երկրների կոչերն անշեղորեն պահպանել եւ ամրապնդել 1994թ. եռակողմ համաձայնագրով հաստատված զինադադարը՝ որպես խաղաղ բանակցային գործընթացի հիմք:
