Կոնստանտին Տեր-Նակալյանը ֆեյսբուքյան իր էջում գրում է.

ՄԽ համանախագահները համատեղ հայտարարությունով են հանդես եկել, որում մասնավորապես նշվում է, որ իրենց ցանկանում են գալիք շաբաթ Վիեննայում Սարգսյան-Ալիև հանդիպում կազմակերպել։ Հնչեցվող նպատակի ձևակերպումն է հետաքրքիր․

«Նրանց հիմնական խնդիրը լինելու է զինադադարի ռեժիմի պահպանման ամրապնդումը և վստահություն ձեռք բերելու ուղիներ փնտրելը, որը կվերականգնի բանակցային գործընթացը՝ հիմնախնդրի լուծման հիմնարար սկզբունքների շուրջ:»

Եթե ես ճիշտ եմ ընկալում այս ձևակերպումը, ապա ըստ էության քննարկվելու են հենց այն նախապայմանները, որոնք առաջ էր քաշել Սերժ Սարգսյանը՝ Բլումբերգին տված հարցցազրույցի ժամանակ։ Այսինքն՝ վստահության մեխանիզմների ներդրման հնարավորություններն են ակնարկում և անուղղակիորեն հասկացնել են տալիս, որ հրադադարի ռեժիի պահպանման երաշխիքների մասին է խոսք գնալու։ Սրանք 3 հիմնական նախապայմաններերից 2-ն էին, որ Սերժ Սարգսյանն առաջ էր քաշել՝ բանակցությունները վերսկսելու մասին խոսելիս։ Ի՞նչ է նշանակում սա գործանակնում։

Սա նշանակում է, որ Մադրիդյան սկզբունք, Կազանյան փաստաթուղթ, Գոբբլի պլան, Քի Ուեսթյան համաձայնություն և այլն մնացին անցյալում։ Զարգացման երկու հիմնական սցենար կա նոր իրավիճակում։

1․ Նոր ստատուս քվո՝ շփման գծի առկա կոնֆիգուրացիայով, և էլի տևական և անպտուղ բանակցություններ՝ այդ վստահության մեխանիզմների ընտրության, ներդրման և կյանքի կոչման շուրջ, ինչպես նաև դանդաղ արյունահոսություն սահմանին։ Ենթադրում եմ, որ այս սցենարում ամիսներ և գուցե տարիներ շարունակ քննարկելու են ԵԱՀԿ նոր մոնիտորինգային սխեմաներ, հրադադարի ռեժիմի խախտումները ֆիքսող սարքաավորումների տեղակայման հնարավորություն, հասցեական մեղադրանքների պրակտիկայի ներդրում և այլն։ Ու եթե այս սցենարը կյանքի կոչվի, ապա էլի պետք է համակերպվենք նրա հետ, որ էլի տարեկան տասնյակ մարտական կորուստներ ենք ունենալու՝ հակառակորդի սադրանքների պատճառով։

2․ Բանակցությունները տապալվում են, կամ էլ ընդհանրապես տեղ չեն գտնում՝ կողմերից մեկի հրաժարվելու պատճառով, և հարցը մնում է կախված օդում։ Հաշվի առնելով զորքերի կուտակումները սահմանին և երկու հասարակություններում էլ գերիշխող ռազմատենչ տրամադրությունները, սա ի վեջո կհանգեցնի էսկալացիայի նոր պիկի, որը կարող է լինել ցանկացած պահի, որովհետև հիմա միակ բանը, որ թույլ չի տալիս ռազմական ակտիվ գործողությունների վերսկսումը՝ համապատասխան հրամանի բացակայությունն է, իսկ մնացած ամեն ինչը կա ու կազմ պատրաստ վիճակում սպասում է այդ հրամանին։

Ցանկացած պարագայում չեմ կարծում, որ եթե անգամ գործողությունները վերսկսեն, դրանք հարատև բնույթ կկրեն։ Պատերազմի նոր ձևաչափում կանխատեսում եմ կարճատեև՝ մի քանի օր տևողությամբ ռաունդների ձևաչափ, որովհետև զորքերի ու սպառազինության կուտակումը այնքան բարձր է, որ կողմերից ոչ մեկը հոգեբանական բավարար ամրություն չունի, որպեսզի երկար ժամանակով կարողանա դիմանալ օրական տասնյակ ու հարյուրավոր զոհերով զուգակցվող ռազմական գործողությունների։

Ամեն դեպքում, ամեն ինչ դեռ դասավորվում է այնպես, որ եթե չի կարելի իրավիճակը բնութագրել՝ որպես ի օգուտ մեզ դասավորվող զարգացում, ապա առնվազն դեռ վաղ է խոսել այն մասին, որ այս իրավիճակը մեզ ի վնաս է։ Սպասենք գալիք շաբաթվան։
