Քառօրյա պատերազմը պետք է սթափեցներ ոչ միայն ժողովրդին, այլ նաև գործող իշխանություններին: Երկար տարիներ բազմաթիվ պաշտոնյաներ մտածել են միայն թե ինչպես լցնել իրենց լափամանը՝ մոռանալով որ կա ժողովուրդ և պետություն:
Գաղտնիք չէ, որ մեր ազգը միավորվում է պետության համար դժվար օրերին: Ցավոք սրտի, իրենց պարտականությունների մասին և ժողովրդի կողքին կանգնելու մասին գործող իշխանությունները նույնպես հիշում են նման օրերին: Ինչ է, պետք է ամբողջ տարի պատերա՞զմ լինի, որ իշխանության վերին օղակները սկսեն աշխատել:
Ինչու՞ են նոր հիշում, որ ծառայողական ավտոմեքենաները շատ են: Միայն հիմա են որոշում կրճատել դրանք, միայն հիմա են որոշում խնայել բյուջեն: Արդյո՞ք մինչ այդ ժողովրդի ձայնը հասու չէր իրենց, արդյո՞ք չէին հասկանում, որ նման փոքր պետությունը պետք է հնարավորինս օպտիմալացնի առկա ֆինանսական հոսքերը: Հարցերը շատ են: Այստեղ տեղին է «դանակը հասավ ոսկորին» արտահայտությունը:
Կառավարման վերին օղակները կրիտիկական իրավիճակներում են խելքի գալիս՝ փորձելով շտկել առկա բացերը: Այնուամենայնիվ դա բավարար քայլ չէ, ու չի ենթադրում, որ պետք է փառաբանենք այդ երևույթը, որովհետև դա լավ չէ, որ իշխանությունը սկսում է մտածել պետության մասին, դա նորմալ է:
