Ցավոք առայժմ ՀՀ կողմից ԼՂՀ ճանաչման հնարավորությունը գործող իշխանությունը դիտարկել է որպես Ադրբեջանի ագրեսիվ գործողությունների կանխումն ապահովող սպառնալիք և մոտավորապես նույն իմաստով էլ շրջանառության մեջ դրվեց ռազմական համագործակցության վերաբերյալ երկկողմ պայմանագիր ստորագրելու գաղափարը: Չեմ գտնում, որ սա արդյունավետ մոտեցում է: Արցախի միջազգային ճանաչումը մեր ռազմավարական կարևորագույն նպատակն է, որը սպառնալիքի վերածելու միջոցով նսեմացնելու և ձախողելու իրավունքը չունենք: Հայաստանի կողմից Արցախի ճանաչումը պետք է այնպես նախապատրաստվի և իրագործվի, որպեսզի դառնա նաև այլոց կողմից համանման գործընթացի նախաձեռնման խթան, այլ ոչ թե Հայաստանի միջազգային մեկուսացման առիթ ու պատճառ: Հայկական քաղաքական ու դիվանագիտական մտքի տասնամյակների նիրհն այսօր հանգեցրել է նրան, որ այս պահին և առաջարկվող ձևով ՀՀ կողմից ԼՂՀ ճանաչումը ոչ միայն կողմնակիցներ չունի դրսում, այլև կարող է գործուն հակազդեցության հանդիպել:
Պաշտոնական Երևանն ու Ստեփանակերտը կարող են համաձայնեցված գործողությունների դիմելու միջոցով շատ կարճ ժամանակում այս խնդրի շուրջ միանգամայն նոր իրավիճակ ձևավորել և այնպես անել, որպեսզի հենց այս տարվա ընթացքում ՀՀ կողմից Արցախի ճանաչումն իր ներկա սահմաններում մեր օտար գործընկերներից շատերի կողմից արդեն դիտարկվի որպես ընդունելի և նպատակահարմար քայլ: Բայց դրա համար համապատասխան աշխատանքը սկսել է պետք:
