««Ժողովուրդ» օրաթերթը մայիսի 6-ին հրապարակած «Երբ մարդկանց սրբությունը փողն ու պաշտոնն է» նյութում անդրադարձել էր «Կոտայքի մարզային զարգացման հիմնադրամ» հասարակական կազմակերպության գործունեությանը։ Տեղեկացրել էինք, որ նշված հիմնադրամն իրավական ոչ մի կապ չունի Կոտայքի մարզպետարանի հետ։ Սակայն մարզի ղեկավարությունն իր ենթակայության տակ գտնվող պետական հիմնարկ-ձեռնարկություններից պահանջել էր հիմնադրամի հաշվեհամարին գումար փոխանցել՝ Արցախին օգնության համար գումար հավաքելու անվան տակ։ Սա այն դեպքում, երբ դեռևս ապրիլի 4-ին ԼՂՀ կառավարությունը հրապարակել էր այն հաշվեհամարները, որոնց միջոցով Արցախին օգնել ցանկացողները կարող են գումարներ փոխանցել։ Նկատենք, որ Կոտայքում ու մարզկենտրոն Հրազդան քաղաքում գումարները սկսել են հավաքել ապրիլի սկզբից։ Բայց Արցախին օգնությունը՝ 22 մլն դրամ, ԼՂՀ կառավարության հաշվեհամարին հիմնադրամից փոխանցել են մայիսի 10– ին, այսինքն՝ «Ժողովուրդ» օրաթերթի հրապարակումից ուղիղ 4 օր անց։ Եվ եթե «Ժողովուրդ» օրաթերթն այս պատմության մասին չբարձրաձայներ, դժվար է ասել, թե Հրազդանի քաղաքապետ Արամ Դանիելյանն ու Կոտայքի մարզպետ Կարապետ Գուլոյանը ինչպես կտնօրինեին հավաքված գումարը։
Այսպիսով՝ տեղի ունեցածը, բարոյականից բացի, ունի հստակ իրավական կողմ։ Մարզի ղեկավարությունը միանշանակ ապօրինի գործողություն է ծավալել՝ վարչական լծակներն օգտագործել է ինչ-որ հիմնադրամի համար շրջանառու միջոցներ հավաքելու նպատակով։ Իրավական և կոռուպցիայի դեմ պայքարող պետությունում նման արարքից հետո բոլոր պատասխանատուները պաշտոնանկ կարվեին, իսկ իրավապահներն էլ քրեական գործ կհարուցեին՝ պարզելու համար, թե մեղավոր պաշտոնյաներից ով ինչ նյութական շահագրգռվածություն է ունեցել։ Սակայն սա Հայաստանն է, այստեղ կոռուպցիայի մասին միայն ճոռոմ ելույթներ են ունենում՝ եվրոպական կառույցներից դրամաշնորհներ ստանալու համար»,–գրում է թերթը։
