Բունդեսթագի օրակարգում է «ցեղասպանություն» եզրույթով Հայոց ցեղասպանության ճանաչման բանաձևի նախագիծը

Չնայած թուրքական կողմի ճնշումներին՝ «Քրիստոնեադեմոկրատական միություն/Քրիստոնեասոցիալական միություն» (CDU/CSU) և Սոցիալ-դեմոկրատական կուսակցության (SPD) խորհրդարանական խմբակցությունների համատեղ նախաձեռնությամբ Հայոց ցեղասպանության մասին բանաձևի նախագիծը Բունդեսթագի օրակարգում է ընդգրկվել հստակ` «ցեղասպանություն» եզրույթով: Ինչպես հաղորդում է «Արմենպրես»-ը՝ վկայակոչելով Բունդեսթագի պաշտոնական կայքը, «Օսմանյան կայսրությունում 101 տարի առաջ հայերի և մյուս քրիստոնյա փոքրամասնությունների ցեղասպանության և հիշատակի մասին» բանաձևի նախագծի քննարկումը նախատեսված է հունիսի 2-ին: Նախագծի ընդունմանը կողմ են ինչպես կոալիցիոն, այնպես էլ ընդդիմադիր խմբակցություններ:
«Միանգամայն հնարավոր է, որ խնդիրներ կան Անկարայի հետ, բայց Բունդեսթագը չի կարող շանտաժի ենթարկվել բռնապետ Էրդողանի կողմից: Բունդեսթագի համապատասխան որոշման դեպքում Թուրքիայի համար ավելի դժվար կլինի ժխտել Հայոց ցեղասպանությունը»,- Bild-ին տված հարցազրույցում նման կարծիք է հայտնել Գերմանիայի Կանաչների կուսակցության համանախագահ Ջեմ Օզդեմիրը:
Սոցիալ-դեմոկրատական կուսակցության (SPD) ղեկավար Թոմաս Օպպերմանն իր հերթին ընդգծել է, որ Գերմանիան՝ որպես Օսմանյան կայսրության դաշնակից, ևս պատասխանատվություն է կրում տեղի ունեցածի համար: «Սա ընդհանրապես կախված չէ ներկայիս քաղաքական գործընթացներից, այդ թվում` փախստականների շուրջ ճգնաժամային իրավիճակից: Մենք չպետք է ընդունենք որևէ կեղծ որոշում»,- ասել է Օպպերմանը:
«Քրիստոնեադեմոկրատական միություն/Քրիստոնեասոցիալական միություն» (CDU/CSU) խմբակցության ղեկավար Ֆոլքեր Քաուդերն էլ կարծիք է հայտնել, որ բանաձևի ընդունումը կարող է նպաստել Հայաստանի ու Թուրքիայի միջև հարաբերությունների կարգավորմանը: «Մենք այս աշխատանքով ցանկանում ենք օգնել Հայաստանի և Թուրքիայի միջև կամրջի կառուցմանը»,- ասել է Քաուդերը:
Բունդեսթագում Հայոց ցեղասպանության բանաձևի ընդունման շուրջ 2016 թվականի փետրվարի 25-ին ծավալված բուռն քննարկումները քվեարկության չհանգեցրին: Իշխող կոալիցիայի և բանաձևի ընդունումը նախաձեռնած «Դաշինք 90/Կանաչներ» կուսակցության ներկայացուցիչների իրարամերժ դիրքորոշման ու գնահատականների արդյունքում որոշվեց բանաձևը հետ կանչել լրացուցիչ մշակման համար: Գերմանիայի խորհրդարանը դեռևս 2005 թվականին ընդունել է 1915 թվականին Օսմանյան կայսրությունում հայերի զանգվածային բնաջնջման, էթնիկ զտումների և աքսորի մասինբանաձև, որում, սակայն, նշված չի եղել «ցեղասպանություն» եզրը: Գերմանիայի դիրքորոշման մեջ շրջադարձ տեղի ունեցավ 2015թ. ապրիլի 20-ին` Գերմանիայի Դաշնության արտաքին գործերի նախարար Ֆրանկ-Վալտեր Շտայնմայերի և կանցլեր Անգելա Մերկելի խոսնակ Շտեֆան Զայբերթի հայտարարություններից հետո: Իսկ Գերմանիայի Դաշնության Նախագահ Յոահիմ Գաուկն ապրիլի 23-ին Բեռլինի Մայր տաճարում կայացած Հայոց ցեղասպանության հիշատակի արարողությանն իր ելույթում հայերի կոտորածները «ցեղասպանություն» է որակել: 2015 թվականի ապրիլի 24-ին Բունդեսթագում քննարկման դրվեց 1915 թվականին Օսմանյան կայսրությունում հայերի Ցեղասպանությունը ճանաչող նոր բանաձև: Նիստը բացեց Բունդեսթագի նախագահ Նորբերթ Լամերթը, ով 1915 թվականի Օսմանյան կայսրությունում տեղի ունեցած պատմական դեպքերն անվանեց ցեղասպանություն: Նիստի ընթացքում տարբեր կուսակցական խմբակցությունների ղեկավարներ ևս հայանպաստ հայտարարություններ արեցին՝ ընդունելով կատարվածը:
