ԱԺ-ն պետք է հետեւի Վենետիկի հանձնաժողովի եւ ԺՀՄԻԳ-ի առաջարկած փոփոխություններին

Մի շարք հասարակական ու իրավապաշտպան կազմակերպություններ հանդես են եկել համատեղ հայտարարությամբ, որով Ազգային Ժողովին կոչ են արել կատարել Վենետիկի հանձնաժողովի եւ ԺՀՄԻԳ-ի համատեղ եզրակացությամբ առաջարկված փոփոխությունները եւ հաստատել են այն կարծիքը, ըստ որի՝ ընտրական գործընթացի արժանահավատությունը եւ որակը փոխելու իրական ներուժ է պարունակում յուրաքանչյուր տեղամասում արդյունքների ամփոփումից անմիջապես հետո ընտրողների ստորագրված ցուցակները հրապարակելու վերաբերյալ դրույթը:

Վերջիններս, մասնակցելով Ընտրական օրենսգրքի նախագծի վերլուծություններին, պատրաստելով այլընտրանքային առաջարկներ եւ լուծումներ եւ իրենց ներկայացուցիչներին լիազորելով` մասնակցելու «4+4+4» ձևաչափով քննարկումներին, հրապարակել են այս հայտարարությունը, մինչ Ազգային ժողովում Ընտրական օրենսգրքի նախագծի երկրորդ ընթերցումը:

Այս հայտարարությունը նրանք անում են` ծանոթացած լինելով Վենետիկի հանձնաժողովի եւ ԺՀՄԻԳ-ի համատեղ եզրակացությանը, որում արտահայտված մտահոգությունները նույնն են, ինչ իրենց կողմից ներկայացվածները: Հայտարարության մեջ, մասնավորապես, նշված է. «Ազգային ժողով ուղարկված նախագծի ներկայիս տարբերակը, որն անցել է առաջին ընթերցումը, մեր կարծիքով, խիստ անընդունելի է: Վենետիկի հանձնաժողովի եւ ԺՀՄԻԳ-ի համատեղ եզրակացությունը համակարծիք է մեր այն գնահատականին, որ նախագիծը չի համապատասխանում միջազգային չափանիշներին եւ նորմերին թե՛ քվեարկության անաչառությունն ապահովելու, թե՛ իսկապես ներկայացուցչական, ժողովրդավարական խորհրդարան ձևավորելու առումներով: Վենետիկի հանձնաժողովը եւ ԺՀՄԻԳ-ն իրենց համատեղ եզրակացության մեջ առաջարկություններ են ներկայացրել նախագծի խնդրահարույց դրույթների մեծ մասի վերաբերյալ:

Ներկայացվել են նաեւ այն նվազագույն առաջարկները, որոնք անհրաժեշտ են նախագիծը գոհացուցիչ մակարդակի հասցնելու համար: Թեպետ Վենետիկի հանձնաժողովի եւ ԺՀՄԻԳ-ի համատեղ եզրակացությունը նախագծում առկա ոչ բոլոր խնդրահարույց կետերին է անդրադառնում, մենք իշխանություններին եւ Ազգային ժողովին կոչ ենք անում կատարել եզրակացությամբ առաջարկված փոփոխությունները:

Հատկապես պնդում ենք, որ կարևոր են Եզրակացության 14-րդ և 15-րդ կետերում արված առաջարկությունները: Մեր կողմից ավելի վաղ արված առաջարկություններին համընկնող բոլոր այդ առաջարկությունները չիրագործելը մեր կողմից կհամարվի ընտրական գործընթացի որակը եւ ընտրությունների նկատմամբ վստահությունը բարձրացնելու` հասարակության եւ միջազգային հանրության պահանջին ականջալուր չլինելու ափսոսալի դրսեւորում»: Նշենք, որ հայտարարությունը բաց է միանալու համար:

Առայժմ հայտարարությանը միացել են այս կազմակերպությունները.
