Վիեննայի հանձնառություններն առաջընթաց են դեպի խաղաղության հաստատումը. Ֆրանսիա-Ղարաբաղ բարեկամության շրջանակ

Ֆրանսիա-Ղարաբաղ բարեկամության շրջանակը ողջունում է մայիսի 16-ին Վիեննայում (Ավստրիա) Հայաստանի եւ Ադրբեջանի ստանձնած հանձնառությունների պայմանները: Շրջանակը գտնում է, որ կողմերի միջեւ համաձայնեցված դրույթները Հարավային Կովկասում արդար եւ տևական խաղաղության հաստատման ուղղությամբ արված քայլեր են: «Առկա է մի առանձնապես կարեւոր եւ միանգամայն նոր դրույթ, այն վստահության հաստատման եւ հատկապես միջադեպերի հետաքննության մեխանիզմի կյանքի կոչելու մասին կողմերի համաձայնությունն է»,-«Արմենպրես»-ի հաղորդմամբ` նշել է Ֆրանսիա-Ղարաբաղ բարեկամության շրջանակի նախագահ Ֆրանսուա Ռոշբլուանը:
«Շրջանակի անունից, ես ողջունում եմ միջնորդներին եւ հատկապես Ֆրանսիայի ներկայացուցիչ, պետքարտուղար Հարլեմ Դեզիրին տարած աշխատանքի համար, որոնք իրենց ողջ կշիռը գործի դրեցին այս առաջընթացը ձեռք բերելու նպատակով, ինչը որոշիչ կարող է լինել ապագայի եւ խաղաղության համար», - ավելացրել է նա:
ԵԱՀԿ Մինսկի խմբի համանախագահների (Ֆրանսիա, ԱՄՆ, Ռուսաստան) կողմից առաջարկված վստահության ամրապնդման միջոցների կյանքի կոչմանը ձգտել են հակամարտության բոլոր կողմերը, բացառությամբ Ադրբեջանի, որը մինչ օրս հրաժարվում էր համաձայնել դրանց հետ: Բարեկամության շրջանակը նշում է եւս երկու դրական դրույթ. հակամարտության խաղաղ կարգավորման մասին կողմերի հանձնառությունը եւ 1994 թ. զինադադարի պայմանների վերահաստատումը, ինչպես նաեւ «համապարփակ լուծում» գտնելու նպատակով բանակցությունների շարունակումը: Շրջանակը այս դրույթները որակում է որպես Բաքվի ռազմական արկածախնդրության քաղաքավարի դատապարտում եւ հուսով է որ Ալիեւը նույնպես կընկալի այս նախազգուշացումը:
«Համապարփակ լուծում, դա նշանակում է, որ բանակցությունները չպետք է կենտրոնան միայն Բաքվի կողմից կարեւորվող հարակից հարցերի վրա, այլ պետք է ընդգրկեն խնդրի բոլոր կետերը, այդ թվում Լեռնային Ղարաբաղի Հանրապետության կարգավիճակի եւ հակամարտության արմատների վերացման հարցը,հատկապես Ադրբեջանի կողմից պետական մակարդակով հայատյացության քաղաքականության խնդիրը» -մեկնաբանում է բարեկամության շրջանակի նախագահը:
Ֆրանսիա-Ղարաբաղ բարեկամության շրջանակը վերահաստատում է իր համոզմունքը, որ անհնար է բանակցել մի պետության ճակատագրի շուրջ առանց նրա ներկայացուցիչների մասնակցության: Ուստի, այն ափսոսում է, որ Վիեննայի հանձնառությունները չեն նախատեսում Լեռնային Ղարաբաղի Հանրապետության վերստին ներգրավումը բանակցային գործընթացում, ինչպես դա նախատեսված է 1994 թվականի զինադադարի պայմաններով:
