Ամենամեծ տաղանդը բացահայտ երևույթները չբացահայտելն է.«168 ժամ»

«2011 թվականին ընդունվեց ՀՀ օրենքը հանրային ծառայողի մասին։ Այդ օրենքի հիման վրա 2012 թվականի հունվարին, ՀՀ նախագահ Սերժ Աարգսյանի հրամանագրով, ստեղծվեց Բարձրաստիճան պաշտոնատար անձանց Էթիկայի հանձնաժողովը։ Դա ներկայացվեց որպես լուրջ, համակարգային փոփոխություն կոռուպցիան կանխարգելելու և պաշտոնատար անձանց ախորժակները զսպելու տեսանկյունից։
Հանձնաժողովն արդեն 4 տարուց ավելի գործում Է։ Ինչո՞վ Է զբաղվում։
Որևէ մեկը հիշո՞ւմ է մի դեպք, երբ էթիկայի հանձնաժողովը հայտարարագրերում առկա տվյալները վերլուծելով, շահերի բախման դեպք կամ այլ խախտումներ արձանագրի։
Այնպիսի տպավորություն է, որ վերլուծության գործառույթը տրված է մամուլին, իսկ պատկան մարմնի գործը կոնկրետ պաշտոնյային արդարացնելը կամ գործը մոռացության մատնելն է։
Օրինակ ԶԼՄ-ն ուսումնասիրում է հայտարարագրերն ու դրա առանց այն էլ ժլատ բովանդակությունից, այդուհանդերձ, որոշակի եզրակացություններ Է անում։ Օրինակ՝ ուսումնասիրում Է պաշտոնյայի միլիոնների հասնող դրամական միջոցներն ու եկամուտները, հետո դա համեմատում նրա պաշտոնական կենսագրության հետ։ Ու հարց Է առաջ քաշում ամբողջ կյանքում բիզնեսի հետ առնչություն չունեցած, միայն պետական համակարգում աշխատած մարդն ինչպե՞ս Է մի քանի միլիոն դոլարի ունեցվածք կուտակել։ Ի՞նչ պատասխան Է հնչում, կամ ի՞նչ քայլեր են արվում դրանից հետո ոչ մի։
Լավ, ենթադրենք պատկան մարմինը գումարների ծագման աղբյուրը պարտավոր չի ստուգել։ Բայց գոնե ենթադրվում Է, որ տարվա ընթացքում գույքի ու եկամուտների լուրջ փոփոխությունները կամ անհամապատասխանությունները պետք Է ուսումնասիրվեն։ Սակայն դա Էլ չի կատարվում, և անհասկանալի Է դառնում ի՞նչ նկատի ունեն վերը նշված տեքստի հեղինակները «բարձրաստիճան պաշտոնատար անձանց գույքի, եկամուտների և փոխկապակցված անձանց հայտարարագրերի վերլուծություն» ասելով։ Ի՞նչն են վերլուծում և ի՞նչ են անում այդ վերլուծությունների հետ, երբ պաշտոնատար անձինք ակնհայտ արհամարհական վերաբերմունք ունեն այդ հայտարարագրերի նկատմամբ։
Պաշտոնատար անձն այնքան թքած ունի հայտարարագրի վրա, որ ոչ միայն copy paste Է անում տարեկան հայտարարագրերի տվյալները, այլ անգամ պարզ մանրուքները չի պահպանում։ Օրինակ 2014-ի սկզբին հայտարարագրում Է 1000 դրամ, տարվա վերջին 1500 դրամ։ 2015 թվականին պատճենում Է նույն թվերը տարվա սկզբին 1000 դրամ, վերջին 1500 դրամ։ Ոչ ոք նրան չի հարցնում եղբայր, ախր 2014-ի վերջն ու 2015-ի սկիզբը նույնն են, ու գումարի չափը պետք Է նույնը լինի։ Կամ պաշտոնատար անձը տարվա սկզբին հայտարարագրում Է զրոյական դրամական միջոցներ, տարվա վերջին նույնպես զրոյական։ Տարվա ընթացքում հայտարարագրում Է միայն աշխատավարձ (մի քանի մլն դրամ տարվա կտրվածքով)։ Այսինքն ըստ հայտարարագրի, գործ ունենք համեստ ունեցվածքի տեր, աշխատավարձով ապրող մարդու հետ։ Ու այդ համեստ ունեցվածքի տեր մարդը նույն հայտարարագրում նշում Է, որ ձեռք Է բերել շքեղ ավտոմեքենա մի քանի տասնյակ հազար դոլար արժեքով։ Ոչ ոք չի հարցնում ինչպե՞ս։
Սա պարզապես պատճառներից մեկն է, թե ինչու «շահերը չեն բացահայտվում»։ Իսկ գլխավոր պատճառն այն է, որ այդ մասին խոսողների ամենամեծ տաղանդը բացահայտ երևույթները չբացահայտելն է»,–գրում է թերթը։
