Հայաստանի պետական և ոչ պետական բարձրագույն ուսումնական հաստատություններ ընդունելության կարգի դրույթները գործող իրավական ակտերի դրույթներին համապատասխանեցնելու, բուհերի ընդունելության պահանջներն ավելի հստակեցնելու նպատակով գործադիրը փոփոխություններ և լրացում կատարեց նախկինում ընդունած որոշումներից մեկում: ՀՀ կրթության և գիտության փոխնախարար Կարինե Հարությունյանը հիշեցրեց, որ սահմանամերձ և բարձր լեռնային բնակավայրերում հաշվառված և վերջին ութ տարում մշտապես բնակվող ՀՀ քաղաքացիներին պետական բարձրագույն ուսումնական հաստատությունների անվճար ուսուցման համակարգում տրամադրվել են առանձին ընդունելության տեղեր` ըստ մասնագիտությունների:

«Սակայն հետագայում բուհերում խնդիրներ են առաջացել հիշյալ ուսանողների հետ պայմանագրեր կնքելու ժամանակ, քանի որ պարզ չէր այդ ուսանողների կարգավիճակը՝ արդյոք նրանք հանդիսանում են նպատակային ընդունելությամբ ընդունվածներ, թե որպես սահմանամերձ և բարձր լեռնային բնակավայրերում հաշվառված քաղաքացիներ նրանց հնարավորություն է տրվել բուհ ընդունվել իրենց համար հատկացված տեղերում: «Բարձրագույն և հետբուհական մասնագիտական կրթության մասին» ՀՀ օրենքում կատարված լրացումներով և փոփոխություններով սահմանվել է «նպատակային կրթությ ուն» հասկացությունը և հստակեցվել են նպատակային ընդունելության հետ կապված հարցերը»,-ասաց Հարությունյանը: 

Որոշմամբ կարգի դրույթները համապատասխանեցվել են օրենքի պահանջներին և կարգում նշված մասնագիտությունների ցանկը՝ մասնագիտությունների և որակավորումների նոր ցանկին:
