«Հայոց աշխարհ» թերթը գրում է. «Մինչ կառավարությունը ուսումնասիրություններ է կատարում հեղուկ վառելանյութի ոլորտում՝ խնդիրները բացահայտելու եւ հավասար հարաբերություններ ձեւավորելու ակնկալիքով, նախօրեին շուկայի մասնակիցները վերստին միահամուռ բարձրացրին բենզինի գինը (թանկացել է լիտրի հաշվով 10 դրամով)։

Մենաշնորհների դեմ պայքարի մասին հայտարարելուց անմիջապես հետո կառավարությունն առաջին քայլերը սկսեց հենց վառելանյութի շուկայից։ Մայիսի 18-ին վարչապետի մոտ տեղի ունեցավ խորհրդակցություն, որի ընթացքում քննարկվեց վառելանյութի շուկայի վիճակն ու խնդիրները։

Պաշտոնական հաղորդագրության համաձայն, վարչապետ Հ.Աբրահամյանը, կարեւորելով վառելանյութի շուկայում «օրենքով սահմանված կարգով բոլոր տնտեսավարողների համար ազատ, մրցակցային եւ հավասար պայմանների ապահովումը», հանձնարարեց սեղմ ժամկետում ավարտել ոլորտում ուսումնասիրությունները եւ ըստ անհրաժեշտության ներկայացնել առաջարկություններ։ 
Այս քննարկումից գրեթե մեկ շաբաթ անց բենզինը ներքին շուկայում թանկացավ։ Այսօր արդեն «ռեգուլյար» բենզինը Երեւանի լիցքավորման կետերում վաճառվում է 380, «պրեմիումը»՝ 400 դրամով։ 

Ինչպես նախկինում, այնպես էլ այս անգամ գնային փոփոխություն կատարեցին շուկայի բոլոր հիմնական մասնակիցները։ Չնայած Տնտեսական մրցակցության պաշտպանության հանձնաժողովն արդեն վաղուց ուշադրություն չի դարձնում այս երեւույթին, այնուհանդերձ ակնհայտ է, որ այստեղ կան հակամրցակցային համաձայնության տարրեր։ Մի բան, որ բնորոշ է մենաշնորհային կամ գերիշխող դիրք ունեցող ոլորտներին։

Ի տարբերություն բենզինի, այս անգամ դիզելային վառելանյութի գինը մնաց անփոփոխ։ Տարեսկզբի համեմատ այն զգալիորեն էժանացել է։ Այժմ լցակայաններում դիզելային վառելիքը վաճառվում է 320 դրամով։ 

Վառելանյութի շուկայի մասնակիցների շրջանակը Հայաստանում, առաջին հայացքից, այնքան էլ փոքր չէ։ Այստեղ գործում են 5-ից ավել տնտեսավարողներ։ Սակայն շուկայի գերակշիռ մասը զբաղեցնում են երկուսը։ Խոսքը «Ֆլեշի» եւ «Սի Փի Էս Օյլ Քորփորեյշնի» մասին է։ Այս երկու ընկերություններին բաժին է ընկնում շուկայի 85-90 տոկոսը։ Ակնհայտ է, որ այն առանձնանում է բարձր կենտրոնացվածությամբ, որտեղ քաղաքականությունը որոշում են գերիշխող դիրքում գտնվող ընկերությունները։   

Չնայած Տնտեսական մրցակցության պաշտպանության հանձնաժողովը շուկայի մասնակիցների գործողություններում խախտումներ չի նկատում, այնուհանդերձ փաստ է, որ Հայաստանում բենզինն անհամեմատ թանկ է, քան հարեւան Վրաստանում։ Տարբերությունը լիտրի հաշվով գերազանցում է առնվազն 100 դրամը։ Միայն դա բավարար է ասելու, որ վառելանյութի հայաստանյան շուկայում ինչ-որ բան այնպես չէ»:
