Վարչապետը հանձնարարեց պետական գնումների գործընթացի տարբեր փուլերում առավել բարելավել թափանցիկությունը

Գնումների գործընթացում հնարավոր կոռուպցիոն ռիսկերի նվազեցման նպատակով Հայաստանի վարչապետ Հովիկ Աբրահամյանը ՀՀ ֆինանսների նախարարությանը հանձնարարեց առավել բարելավել թափանցիկությունն այդ գործընթացի տարբեր փուլերում՝ յուրաքանչյուր հետաքրքրվող անձի հնարավորություն ընձեռելով էլեկտրոնային գնումների կայքէջում տեսնել հետևյալը. գնումների գործընթացի արդյունքում կնքված բոլոր պայմանագրերը, կնքված պայմանագրերի կատարման արդյունքները, ընդունման-հանձման ակտեր, կատարողական ակտեր, հաշիվ-ապրանքագրեր և այլն:
Կառավարության նիստի մեկնարկին ՀՀ վարչապետը նշեց, որ ցանկանում են հանրությանը տեղեկացնել՝ գնումների պաշտոնական կայքէջի հաշվետվությունների բաժնում ամսական կտրվածքով տեղադրվում է մանրամասն տեղեկատվություն նախորդ ժամանակահատվածում առավել հաճախակի կատարված գնումների վերաբերյալ, օրինակ՝ վառելիքի, գրասենյակային կամ տնտեսական նյութեր և այլն:
«Նշված հաշվետվություններով ներկայացվում են տվյալ ապրանքի գծով տվյալ ամսվա ընթացքում ձևավորված նվազագույն և առավելագույն գները, այդ գների միջև ստանդարտ շեղումը և այլն: Ինչպես նաև կարելի է տեսնել ըստ պատվիրատուների, առանձին գնման ժամանակ ստացած նվազագույն և առավելագույն գներն ու հաղթողի առաջարկած գինը: Այս կտրվածքով տեղեկատվությունը լավ հիմք է գնումների գործընթացի նկատմամբ հանրային վերահսկողության իրականացման համար, սակայն չպետք է սահմանափակվել այսքանով, և ՀՀ ֆինանսների նախարարությանը հանձնարարում եմ մշակել ծրագրային խնդիր, որը յուրաքանչյուրին հնարավորություն կընձեռի էլեկտրոնային գնումների կայքէջում ընտրելով հետաքրքրող պարամետրերը՝ ինքնուրույն ձևավորել հաշվետվություններ»,- ասաց ՀՀ վարչապետը:
Նրա խոսքով՝ սա հանրության լուրջ մտահոգությունն է, և ինքը ցանկանում է, որ կառավարությունն այս միջոցառումներն իրականացնի, և ապահովվի թափանցիկ գնումների գործընթաց:
