«Մինչ հասարակությունն ու քաղաքական, քաղաքագիտական, մեդիա-փորձագիտական շրջանակները տարված են ղարաբաղյան ուղղությամբ տեղի ունեցող զարգացումներով, դրանք վերլուծելով, մեկնաբանելով, գնահատելով, Հայաստանում համեմատաբար անաղմուկ անցան «Կոբալտ-2016» զորավարժությունները, որոնք ՀԱՊԿ ոստիկանական ուժերի զորավարժություններն էին։
ՀԱՊԿ-ն քառօրյա պատերազմի օրերին հայտնի չէ, թե որտեղ էր։ Ընդհանրապես հայտնի չի լինում, թե այդ կառույցը Հայաստանի համար անվտանգային սրված խնդիրների պարագայում որտեղ է կարողանում բարեհաջող ծվարել։ Եվ ահա, ռազմաքաղաքական տեսանկյունից Հայաստանի հետ դաշնակցության որևէ նշույլ չցուցաբերող կառույցը Հայաստանում անցկացնում է ոստիկանական զորավարժություններ։
Հայաստանին և Լեռնային Ղարաբաղին սահմանից են սպառնում, ադրբեջանական ագրեսիան է հետ մղվել, Ալիևը դեռևս չի հանդարտվում և ցույց չի տալիս Երկարատև հանդարտության նշաններ, իսկ Հայաստանի ռազմաքաղաքական դաշինքը Հայաստանում ոչ թե ռազմական, այլ ոստիկանական ցուցադրություններ է անում։
Եվ, բնականաբար, հարց է առաջանում, թե ո՞ւմ և ի՞նչ է ցուցադրում ՀԱՊԿ-ն՝ Հայաստանի հակառակորդների՞ն է որևէ բան ցույց տալիս, թե՞ Հայաստանի քաղաքացիներին, եթե նկատի առնենք այն, թե ՀԱՊԿ անդամ երկրների ամբողջատիրական կամ ավտորիտար իշխանությունների համար ինչ գործիք է ոստիկանությունը և ինչ խնդիրներ են դրանով ավելի շատ լուծվում։ Ոստիկանությունը այդ երկրների համար քաղաքական գործիք է, որի նպատակը քաղաքացիական որևէ դժգոհություն լռեցնելը կամ ինչպես նախկին ոստիկանապետերից մեկը կասեր՝ «օրորոցում խեղդելն» է։
Եվ ահա, Հայաստանի ռազմաքաղաքական անվտանգության դաշինքը ոչ թե հակառակորդին է
ցույց տալիս, որ հայկական անվտանգության և շահերի դեմ ագրեսիան կխեղդի օրորոցում, այլ կազմակերպում է ներքին կյանքում ինչ-որ պատրաստակամության ցուցադրություններ։ Եվ սա իսկապես խորհրդանշական հանգամանք է մի բլոկի համար, որը իբրև սպառնալիք ավելի շատ խոսել և խոսում է «գունավոր հեղափոխությունների», քան որևէ այլ բանի մասին։
ՀԱՊԿ-ի և այն որպես ազդեցության գործիք ծառայեցնող ՌԴ համար այլ սպառնալիք գոյություն չունի, մնացյալը, այդ թվում՝ Հայաստանի դեմ որևէ ագրեսիվ նկրտում, նրա համար սպառնալիք չէ, այլ իր ազդեցության տարածման խնդիրները լուծելու հնարավորություն։ Այնպես որ՝ ոստիկանական ՀԱՊԿ զորավարժանքները Հայաստանում ապրիլւան զարգացումների ֆոնին միանգամայն տեղին և օրինաչափ ու համարժեք էին, ողջ հարցը ընդամենը այն է, որ օրինաչափ ու համարժեք էին ոչ հայաստանյան առաջնահերթությունների դիտանկյունից»,–գրում է թերթը։
