 « «Հայաստանում քաղաքացիական ավիացիան խորը ճգնաժամ է ապրում»,- «Հայոց Աշխարհ»-ի հետ զրույցում ասաց ավիատոր, Հանրային խորհրդի օդային տրանսպորտի հարցերով ենթահանձնաժողովի անդամ Արշակ Բաղդասարյանը:

Ըստ Ա.Բաղդասարյանի, որ իրենք փորձում են հասկանալ, թե ինչպես ստացվեց, որ բարձրակարգ օդաչուների, տեխնիկական անձնակազմի ու բորտուղեկցորդների դաս ունենալով հանդերձ՝ այսօր սեփական ձեռքերով քանդում ենք այս ոլորտը:

Ժամանակին Հյաստանում գործում էին միջազգային ավիափոխադրող ընկերություններ, օրինակ, «Արմավիան», որոնք սակայն կա՛մ հեռացան, կամ էլ սնանկացան:

«Այս ընկերությունների ձախողման կամ հեռանալու պատճառը վերջին տասը տարիների ընթացքում Ավիացիայի վարչության անգործությունն է: Տպավորություն է ստեղծվում, թե նրանք չեն ուզում, որ որևէ մեկը Հայաստանում ավիափոխադրող ընկերություն հիմնի կամ աշխատեցնի: Թե պատճառը որն է՝ չեմ կարող ասել: Քաղաքացիական ավիացիայի վարչությունը պիտի բոլոր ավիաընկերությունները, օդանավակայանն ու այլ տեխնիկական կետերը միավորեր, նրանց աշխատանքը կարգավորեր ու պաշտպաներ բոլորի շահերը՝ ֆինանսական, տնտեսական, քաղաքական, աշխատատեղերի հարցի լուծման և այլնի տեսանկյունից»:

Արշակ Բաղդասարյանն ընդգծում է, որ ազգային ավիափոխադրող ունենալը անվտանգության խնդիր է. «Ապրիլի սկզբի իրադարձությունները ցույց տվեցին, որ ազգային ավիափոխադրող ունենալը մեր ազգային անվտանգության անհրաժեշտություններից առաջնայինն է: Պատկերացնո՞ւմ եք՝ ինչ կկատարվեր, եթե 1988 թվականի երկրաշարժի ու Արցախյան ազատագրական պատերազմի ժամանակ մենք որակապես բարձրակարգ ավիացիայի համակարգ չունենայինք»:

Իսկ «Էյր Արմենիա»-ի մուտքը հայաստանյան շուկա ավիատորը ազգային անվտանգության բացի լրացում չի դիտարկում. «Դա կիսահայկական ... կիսավրացական ընկերություն է: Որտե՞ղ է երաշխիքը, որ արտակարգ իրավիճակի պայմաններում այդ ընկերությունը կշարունակի իր բնականոն աշխատանքը Հայաստանում, և ընկերության ղեկավարությունը չի ասի, որ վտանգավոր պայմաններում չեն պատրաստվում շարունակել իրենց աշխատանքը: Այդ դեպքում ի՞նչ ենք անելու»:

Մինչդեռ աշխարհում ցանկացած պետություն փորձում է ոչ թե մեկ, այլ մի քանի ազգային ավիափոխադրող ընկերություններ ունենալ՝ անկախ այն հանգամանքից՝ դա կլինի պետական կամ մասնավո՞ր, թե՞ օտարերկրյա ավիափոխադրող, որն աշխատում է կոնկրետ պետության համար:

Օրինակ, Վրաստանը 2000-ականների սկզբին միայն մեկ, այժմ՝ 4 ազգային ավիափոխադրող ունի, Ադրբեջանը ևս մեկն ունի, որը հագեցած է լավագույն ժամանակակից տեխնիկայով, Թուրքիան՝ 14-ը, Ռուսաստանը 70 խոշոր ավիափոխադրող ունի:

«Բուրկինա Ֆասոն և Ուգանդան էլ ունեն ազգային ավիափոխադրող, իսկ մենք չունենք: Եկողների համար էլ այնպիսի պայմաններ են ստեղծում, որ նրանք հեռանում են ստիպված»,- իր խոսքը եզրափակեց Արշակ Բաղդասարյանը»,–գրում է թերթը։
