ՀՀ օմբուդսմենը հանդիպել է ԵԽ ծրագրերի գլխավոր տնօրինության ղեկավարի հետ

ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը մայիսի 27-ին Ստրասբուրգում աշխատանքային հանդիպում է ունեցել Եվրոպայի խորհրդի ծրագրերի գլխավոր տնօրինության ղեկավար Վերենա Թեյլորի հետ: Այս մասին տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակ ազմից:
Հանդիպման ընթացքում քննարկվել են Եվրոպայի խորհրդի՝ Հայաստանի համար 2015-2018թթ. գործողությունների նոր ծրագրի շրջանակներում ՀՀ մարդու իրավունքների պաշտպանի մասնակցությամբ իրականացվելիք ծրագրերի հարցեր: Նշվել է, որ Մարդու իրավունքների պաշտպանն ունի առանձնակի կարևորություն այդ ծրագրով նախատեսված միջոցառումների ամբողջական իրականացման հարցում:
Ընդգծվել է Մարդու իրավունքների պաշտպանի՝ որպես կանխարգելման ազգային մեխանիզմի դերի ուժեղացման և մոնիտորինգային կարողությունների շարունակական զարգացման անհրաժեշտությունը: Այս հարցում արձանագրվել է քաղաքացիական հասարակության և անկախ փորձագետների հետ համագործակցության անհրաժեշտությունը:
Արման Թաթոյանը կարևորել է համատեղ ծրագրեր իրականացումը զանգվածային լրատվության միջոցների ներկայացուցիչների ներգրավմամբ ՝ հաշվի առնելով Մարդու իրավունքների պաշտպանի սահմանադրական նոր կարգավիճակի առանձնահատկությունները:
Հանդիպման ընթացքում քննարկվել են նաև Մարդու իրավունքների եվրոպական դատարանի վճիռների կատարման հարցում Օմբուդսմենի՝ որպես իրավունքների պաշտպանության ազգային մարմնի դերի բարձրացման հետ կապված հարցեր: Ընդգծվել է այս հարցում Եվրոպայի խորհրդի նախարարների կոմիտեի քարտուղարության հետ համագործակցության անհրաժեշտությունը:
Կողմերը կարևորել են Օմբուդսմենի դերը արդար դատաքննության իրավունքի երաշխավորման հարցում: Հանդիպման ավարտին կողմերը պատրաստակամություն են հայտնել իրականացնել ակտիվ համագործակցություն համատեղ ծրագրեր իրականացնելու հարցում:
