«Մեր տեղեկություններով, իշխանությունները Վանաձորի և Գյումրիի քաղաքագետի ընտրությունների դեպքում ցանկանում են մի սցենար փորձարկել, որի համաձայն՝ բացարձակ հաղթանակ տանելու խնդիր չեն դնում, քանի որ դա կարող է անհնար լինել։
Այս երկու քաղաքներում էլ գերիշխում է ընդդիմադիր ընտրազանգվածը։ Վերջին համապետական ընտրություններում իշխանություններն այնտեղ պարտության են կրել։ Ծրագրվում է, որ այս քաղաքներում պետք է առաջադրվեն իշխանամերձ մի քանի կուսակցություններ։ Հիշեցնենք, որ նոր Ընտրական օրենսգրքի համաձայն Վանաձորում և Գյամրիում արդեն ոչ թե ուղղակի քաղաքապետի, այլև քաղաքի ավագանու ընտրություններ են լինելու։ Եվ նվազագույն շեմը հաղթահարած կուսակցությունները կարող են քաղաքի ավագանու կոալիցիա կազմել ու քաղաքապետ նշանակել իրենցից առավելագույն ձայներ հավաքած կուսակցության ներկայացուցչին։ Այդպիսով, այս ընտրությունները կարող են 2017թ. խորհրդարանական ընտրություններում նման մոդելի կիրառման փորձարկումը լինել։ Հիշեցնենք, այս 2 քաղաքներում քաղաքապետի կամ ավագանու ընտրությունները տեղի կունենան սեպտեմբերի 18-ին»,–գրում է թերթը։
