«Թաղային համայնքները բյուջեն լցնելու նոր տարբերակ են գտել, թաղապետարանների աշխատակիցները շրջում են համայնքներով ու որ հասցեում շինարարական աղբ են տեսնում՝ լուսանկարում։ Հետո կանչում են տվյալ հասցեի բնակչին ու դեմ տալիս ակտը։ Նոր Նորքի բնակիչներից մեկն այս օրերին համայնքապետարանի գրած 20 հազար դրամանոց ակտը վիճարկելու Է դատարանում, քանի որ համաձայն չէ, որ ինքն օրենք է խախտել։ Հենց միայն այն պատճառով, որ շինարարության աղբի տեղափոխման հետ կապված համայնքի պատասխանատուները չեն կատարել իրենց վրա դրված պարտականությունը

Ճիշտ է, «Աղբահանության և սանիտարական մաքրման մասին» ՀՀ օրենքում կետ կա՝ նվիրված կոշտ, ոչ կենցաղային աղբին և շինարարական աղբին, որով առաջնորդվում են համայնքապետարանների պատասխանատուները, սակայն ոչ մի կետով նշված չէ, թե, օրինակ, համայնքի պատասխանատուն իր պարտավորությանը չկատարելու դեպբում ինչ տույժ ու տուգանքների  պետք  է  ենթարկվի։

«Առավոտի» խմբագրություն դիմած տիկնոջ խոսքերով՝ վարչական շրջանի աշխատակիցները բնակչի հարցին, թե որտե՞ղ պահի շինաղբը, մինչև կտեղափոխի համապատասխան աղբավայր, ասել են՝ տանդ մեջ կամ ամեն օր ավտոմեքենա կանչի տեդափոխի։

«Վարչական իրավախախտումների վերաբերյալ ՀՀ օրենսգրքում չկա շինարարական աղբին վերաբերող հողված։ ՀՀ օրենսդրությունը հստակ վայր չի սահմանում շինարարական աղբը թափելու համար։ Իրավասու մարմինները կենցաղային աղբին վերաբերող   հոդվածները  տարածում են նաև շինարարական աղբի վրա և 20-30 հազար ղրամի չափով տուգանում քաղաքացիներին՝ հաշվի չառնելով այն հանգամանքը, որ շինաղբը վերանորոգման աշխատանքների ընթացքում բավականաչափ կուտակվելուց հետո քաղաքացիների կողմից բարեխղճորեն բեռնատարով տեղափոխվում է և թափվում համապատասխան վայրում»,–գրում է թերթը։
