Ամերիկայի Հայ դատի հանձնախումբը հորդորել է ԱՄՆ Կոնգրեսի առաջնորդներին կրկնապատկել ջանքերը` օր առաջ իրագործելու Ռոյս-Էնգել առաջարկի կետերը:
«Արմենպրես»-ի հաղորդմամբ` Ղարաբաղի խաղաղության հաստատմանը միտված նախագծի գլխավոր հեղինակներ, ԱՄՆ ներկայացուցիչների պալատի արտաքին հարաբերությունների հանձնաժողովի նախագահ Էդ Ռոյսի եւ դեմոկրատական գործիչ Էլիոթ Էնգելի հետ երկխոսության ընթացքում Հայ դատի հանձնախումբի գործադիր տնօրեն Րաֆֆի Համբարյանը քննարկել է Արցախի վրա ալիեւյան ռեժիմի աղետալի հարձակումը, ինչպես նաեւ դաժան սպանությունները, զինծառայողների եւ տարեց բնակիչների նկատմամբ իրականացված խոշտանգումերը: Այս հարցում Հայ դատի հաՆձնախմբին են միացել արտաքին հարաբերությունների, ինչպես նաեւ զինված ծառայություննների հանձնաժողովների անդամներ Բրեդ Շերմանը եւ Լորետա Սանչեսը, ովքեր կոչ են արել վերանայել «Լիհի օրենքը», ինչը կչեղարկի Ադրբեջանին ցուցաբերվող ԱՄՆ ռազմական աջակցությունը:
Համբարյանը ընդգծել է հստակ քայլեր ձեռնարկելու կարեւորությունը հրադադարի ամրապնդման գործընթացում` մատնանշելով օրեր առաջ Ադրբեջանի ռմբակոծության հետեւանքով ԼՂՀ զինված ուժերի ժամկետային զինծառայող Վահե Եղոյանի մահը:
«Կարեւորը այդ առաջարկների իրագործումն է, եւ որքան շուտ, այնքան լավ Ադրբեջանի ագրեսիայի ավերածությունների կրկնությունից խուսափելու համար»,- նշել է Րաֆֆի Համբարյանը:
Ռոյս-Էնգել նախագծում առաջակվող կետերն ընդունվել են Հայաստանի և Արցախի հանրապետությունների կողﬕց: ԱՄՆնախագահ Բարաք Օբամայի աշխատակազմը և ԵԱՀԿ-ն ևս հայտնել են, որ աջակցում են ներկայացված նախագծին: ՄիայնԱդրբեջանն է, որ դեմ է դրանց կ իրառմանը: ԱՄՆ օրենսդիրներն առաջարկում են երեք կոնկրետ քայլեր, որոնք կարող են նպաստելտարածաշրջանում բոլոր քաղաքացիների համար համապարփակ և տևական խաղաղության հաստատմանը: Նրանցներկայացրած նամակում, որի տակ ստորագրել են 90 կոնգրեսականներ, կոչ է արվում համաձայնություն ձեռք բերել բոլորկողﬔրից՝ դիպուկահարներ չտեղակայել շփման գծում, ԵԱՀԿ-ի կողﬕց վերահսկվող զարգացած կրակորսիչ համակարգերի ևձայնային սարքավորուﬓեր տեղակայել՝ հարձակուﬓերի աղբյուրը ճշտելու համար և ԵԱՀԿ դիտորդներ տեղակայել՝ շփման գծում < /i>հրադադարի խախտուﬓերի դեպքերն ավելի լավ վերահսկելու համար:
