Եվրամիությունը սեփական զինված ուժերը ստեղծելու որեւէ ծրագիր չունի, մանավանդ` գաղտնի, հայտնել է ԵՄ-ի դիվանագիտության ղեկավար Ֆեդերիկա Մոգերինիի ներկայացուցիչը, հայտնում «ՌԻԱ Նովոստին», վկայակոչելով Belga-ին:
ԵՄ-ի պետությունների եւ երկրների կառավարությունների ղեկավարների հանձնարարությամբ մշակվող «ԵՄ-ի արտաքին քաղաքականության եւ անվտանգության գլոբալ ռազմավարությունը» Մոգերինին քննարկման կներկայացնի ընկերակցության հունիսի 28-29-ի առաջիկա գագաթնաժողովին: Գագաթնաժողովի անցկացման ամսաթիվը տեղափոխվել է հունիսի 23-24-ից, որպեսզի ԵՄ-ի առաջնորդները կարողանան քննարկել բրիտանական հանրաքվեի արդյունքները, որը տեղի կունենա հունիսի 23-ին:
Times թերթը ավելի վաղ հայտնել էր` վկայակոչելով իրազեկ աղբյուրներին, որ ԵՄ-ը մտադիր չէ հրապարակայնացնել նոր ռազմավարության վրա աշխատանքը` չփչացնելու Դեւիդ Քեմերոնի արշավը ԵՄ-ում Մեծ Բրիտանիայի անդամակցության վերաբերյալ առաջիկա հանրաքվեից առաջ:
Times-ի աղբյուրի խոսքով, «հանրաքվեի անցկացման պայմաններում մարդիկ վախենում են, թե փաստաթուղթը կարող է բացասաբար ազդել Բրիտանիայում քվեարկության վրա»: Եվրոպական երկրների կառավարությունները կկարողանան նախագծին ծանոթանալ միայն այդ քվեարկության ավարտից հետո: Այժմ ռազմավարության նախագիծը հասանելի է միայն դիվանագետների սահմանափակ թվի համար, որոնց թույլ է տրվում միայն ձեռքով գրառումներ անել եւ արգելվում է նիստերին էլեկտրական սարքեր բերել: Նման գրությունների մի մասը հայտնվել է Times-ի տրամադրության տակ:
Այդ գրությունների համաձայն, դիվանագետները պնդում են, թե «անվտանգությունը եւ պաշտպանությունն այնպիսի ոլորտներ են, որտեղ էական փոփոխություններն առավել այժմեական են ԵՄ-ում»: Եվրամիության գաղափարներից մեկը նոր ռազմական օպերատիվ կառույցների մշակումն է, ներառյալ գլխավոր շտաբը: Times-ը գրում է, որ եվրոպական բանակի ստեղծման օգտին հանդես եկող երկրներից մեկը դարձել է Գերմանիան:
