Արծվիկ Մինասյանը մենաշնորհների դեմ պայքարում կարևորում է տնտեսական մրցակցության պաշտպանության արդյունավետ քաղաքականությունը

ՀՀ էկոնոմիկայի նախարար Արծվիկ Մինասյանը ներկայացրեց այն քայլերը, որոնք պետք է կատարի նախարարությունը հակամենաշնորհային արդյունավետ քաղաքականության իրականացման հարցում: Ազգային ժողովում լրագրողների հետ զրույցում, անդրադառնալով մենաշնորհների դեմ պայքար մղելու՝ ՀՀ վարչապետ Հովիկ Աբրահամյանի հանձնարարականին, նախարարն ընդգծեց, որ առաջին հերթին հարկավոր է մշակել տնտեսական մրցակցության պաշտպանության արդյունավետ քաղաքականություն: Հարկավոր է ուսումնասիրել շուկան, իրականացնել դիտարկում, ապահովել, որ հակամենաշնորհային քաղաքականությունը լինի տեսանելի և թափանցիկ, համապատասխան հիմքեր ստեղծել արդյունավետ տնտեսական մրցակցության համար: Սրանք են այն լիազորությունները, որոնք պետք է իրականացնի էկոնոմիկայի նախարարությունը: Եթե դուք ակնկալում եք, որ ես պետք է դատախազի դեր ստանձնեմ, նման ակնկալիք մի ունեցեք: Ես շատ լավ գիտեմ իմ լիազորությունները, որքան կարող եմ դրանք կ իրացնեմ: Հավատացեք՝ օրենքով նախատեսված լիազորությունները ողջ ծավալով իրացվելու են»,- նշեց Մինասյանը:
Հարցին, թե տնտեսական մրցակցության պաշտպանության քաղաքականությունը, որը ցանկանում է իրականացնել էկոնոմիկայի նախարարությունը, ցավոտ լինելո՞ւ է ոմանց համար, նախարարը պատասխանեց. «Ես կարծում եմ, որ բոլոր այն մարդիկ, ովքեր կողմ չեն ազատ տնտեսական մրցակցությանը, նրանց համար ցավոտ կլինի»: Նախարարը հավելեց, որ ազատ տնտեսական մրցակցության հասնելու համար հարկավոր են օրենսդրական կարգավորումներ, պետք է մշակվի նոր հայեցակարգ:
Արծվիկ Մինասյանի խոսքով՝ հարկավոր է նաև հասկանալ՝ արդյոք մենաշնորհը բոլոր դեպքերո/ւմ է բացասական: «Տնտեսագետների շրջանում քննարկվում է, որ այն մենաշնորհը, որը մշտապես նորարարական լուծումներ է առաջարկում, դրան չի կարելի դեմ արտահայտվել, դա չի կարելի արգելել: Օրինակ, այն մենաշնորհը, որը կապված է երկրի անվտանգության համակարգերի հետ, որտեղ պետությունը պետք է ունենա բացառիկ իրավունք, այդ մենաշնորհը չպետք է վերացնել: Մենք պետք է ունենանք հայեցակարգ, թե ո՞ր սկզբունքով պետք է առաջ շարժվենք: Մենք պետք է հասկանանք՝ կա՞ն ոլորտներ, որտեղ պետությունը պետք է ասի, որ հանդուրժում է մենաշնորհը: Եթե կան նման ոլորտներ, պետությունը պետք է այդ մենաշնորհը ճանաչի օրենքով, սակայն համապատասխան ընկերությունը պետք է իր վրա վերցնի որոշակի սոցիալական բեռ, ապահովի հրապարակայնություն, լինի հանրային ընկերություն՝ որոշակի կառավարման կանոնների ներքո: Սա հայեցակարգ է, որը պետք է քննարկման առարկա դառնա, որպեսզի հետո, եթե որևէ կազմակերպություն դառնում է մենաշնորհ, պետք է իմանա, որ կրելու է մեծ բեռ ու պատասխանատվություն»,- մանրամասնեց Արծվիկ Մինասյանը:
Անդրադառնալով շաքարավազի ներկրման ոլորտում մենաշնորհի մասին հարցադրումներին՝ Մինասյանն ասաց, որ Հայաստանում կա շաքարավազի գործարան, որն աշխատում է իր հնարավորությունների 25-30 տոկոսով: «Երբ այդ գործարանն աշխատում է 25-30 տոկոս հզորության չափով, հարց է առաջանում՝ ճիշտ է արդյոք թույլ չտալ, որ այդ 25-30 տոկոսն էլ չաշխատի, թե օրենքով իրեն մենաշնորհ ճանաչելը ու որոշ պայմաններ առաջադրելը: Այսինքն, պետությունը օրենքով ճանաչում է մենաշնորհը ու պայման է առաջադրում, որ գործարանը պետք է աշխատի ոչ թե հնարավորությունների 25-30 տոկոսով, այլ, օրինակ, 90 տ ոկոս հզորությամբ, պետք է ապահովի աշխատատեղեր, պետական բյուջեի մուտքեր, թափանցիկություն: Նման դեպքերում, գուցե, պետությունը նման կազմակերպություններին աջակցի նաև արտահանում կազմակերպելու հարցում: Այս ամենը պետք է քննարկման առարկա դառնա»,- եզրափակեց Մինասյանը:
