«Քաղաքական ընդդիմություն» եզրույթը լայնորեն կիրառվում է ոչ միայն գիտական հոդվածներում ու մենագրություններում, այլև հասարակական-քաղաքական լայն սպեկտորում: Ընդդիմության գործունեության բացակայության պայմաններում անհնար է պատկերացնել ժողովրդավարական հասարակության կայացումն ու զարգացումը: Կայացած ժողովրդավարական համակարգերում քաղաքական ընդդիմությունն ապահովում է քաղաքական տարբեր ուժերի և խմբերի հերթափոխը պետական իշխանության ղեկին, կադրային փոփոխություններն իշխանության կառուցվածքում, ինչպես նաև իրականացնում է վերահսկողություն իշխանության գործունեության նկատմամբ:
Քաղաքական համակարգի իշխող և ընդդիմադիր կուսակցությունները ձևավորվում են առավելապես ընտրությունների արդյունքում։ Ընդդիմադիրները կոչված են հասարակությանը ներկայացնել այլընտրանքային ծրագրեր, քննադատել կառավարության գործունեությունը՝ դրանով իսկ վերջինիս ստիպելով փնտրել հասարակության հիմնախնդիրների լուծման ավելի արդյունավետ տարբերակներ։
Թե որքանով են ներկայիս հայաստանյան ընդդիմադիր ուժերն ի զորու սպասարկելու հասարակությանը, մասամբ կախված է նաև նրանց քաղաքական մասնակցության հնարավորությունից ու մակարդակից։
Ժողովրդավարությունը չպետք է շփոթել ամենաթողության հետ: Այլապես կառաջանան մոնոպոլիաներ, որոնց դեմ նույնիսկ գերզարգացած պետություններն են դժվարությամբ պայքարում: Ժողովրդավարության լավագույն տարբերակն այն է, երբ հասարակությունը և պետությունը իրար վերահսկում են:
Գոյություն ունի ընդդիմության երկու տեսակ. Ընդդիմություն, որը գիտի թե ինչ է ուզում, և որը չգիտի, թե ինչ է ուզում: Եթե ընդդիմությունն ասում է՝ ոչ մի բան չեմ ուզում լսել՝ բացի արտահերթ ընտրություններից, ուրեմն իրականում չգիտի, թե ինչ է ուզում: Արտահերթ ընտրություններն իրականում վատ չեն, թեկուզ լինեն պարբերաբար: Երկրորդ դեպքն այն է, երբ ընդդիմության ասելիքը սահմանափակվում է և դուրս դրվում որևէ քաղաքական կամ հասարակական օրակարգից:
Պոստսովետական երկրների ժողովրդավարացման գործընթացներն ուսումնասիրելով` նկատում ենք, որ սկզբնական շրջանում այս պետություններում ընդդիմությունը լոկ ֆասադ էր, և հետո միայն որոշ պետությունների քաղաքական համակարգում այն դարձավ կառուցվածքային, բայց դեռևս չինստիտուցիոնալացված կառույց: Այդ երկրներում ընդդիմությունը ձևավորվեց անցումային ժամանակաշրջանում, և քանի դեռ ժողովրդավարացման գործընթացն ամբողջությամբ ավարտված չէ, ավարտված չէ նաև ընդդիմության՝ որպես ժողովրդավարական ինստիտուտի, կայացման գործընթացը:
Չնայած ՀՀ-ում ընդդիմությունը դեռևս այն ուժը չէ, որ կարողանա էական ազդեցություն ունենալ կարևոր որոշումների ընդունման վրա, այնուամենայնիվ, այն ձևավորված է և շարունակում է զարգանալ` ձգտելով դառնալ այն այլընտրանքային միավորը, որը կկարողանա իրական մրցակցային ուժ ներկայանալ ոչ միայն ընտրությունների ժամանակ, այլև իրապես ներգրավված լինելով օրենսդիր մարմնում` վերահսկել իշխանության գործունեությունը:
