Պետության առաջնահերթ գործառույթներից մեկը սեփական քաղաքացիների անվտանգության ապահովումն է: Անվտանգության ապահովումը թե՛ ներքին, թե՛ արտաքին վտանգներից: Այս համատեքստում անվտանգության առաջին աստիճանը կյանքին և առողջությանը սպառնացող վտանգներն են և, քանի որ, նույնիսկ ամենակայացած պետությունների պարագայում, անհնար է ամբողջությամբ բացառել ներքին և արտաքին վտանգները, ուստի պետությունն այդ ամենը և դրա հետևանքները կանխելու համար օժտված է ուժ կիրառելու մենաշնորհով: Արտաքին վտանգների դեպքում գործադրելով բանակը, ներքինի դեպքում՝ ոստիկանությունը: Մի խոսքով երկրի ներսում գործող բոլոր ուժային կառույցների հիմնական գործառույթը կարգ ու կանոնի ապահովումն է, բայց ոչ թե նեղ խմբակային շահերին սպառնացող վտանգների համատեքստում, այլ յուրաքանչյուր քաղաքացու անվտանգության: Երբ պետությունը ձախողում է այդ գործառույթի իրականացումը այդ ձախողումը շտկելու համար գործում է արդարադատության համակարգը (դատական իշխանությունն իր՝ հակակշիռներ ապահովելուն կոչված կառույցներով): Երբ արդարադատության համակարգն է ձախողում քաղաքացին ստիպված ինքն է վերականգնում իր արժանապատվությունն ու ապահովում իր անվտանգությունը:
Մեր երկրում վերոգրյալ բոլոր ինստիտուտները, բացառությամբ բանակի, ձախողել են իրենց հիմնական առաքելությունը: Չի գործում ոստիկանական համակարգը, ամբողջական անգործության է մատնված դատական իշխանությունը: Այդ պատճառով ՀՀ արժանապատիվ քաղաքացուն, շատ դեպքերում, այլ բան չի մնում, քան ինքնադատաստանի միջոցով արդարության հասնելը: Դեռևս չեմ ցանկանում շատ ծավալվել այս խնդրի շուրջ, քանի որ այս ամենը գրելիս շատ որոշակի դեպք նկատի ունեմ, բայց ցանկանում եմ ևս մեկ անգամ հիշեցնել, որ երբ երկրում չի գործում ԱՐԴԱՐԱԴԱՏՈՒԹՅՈՒՆԸ քաղաքացին պարտավոր է ինքնուրույն վերականգնել այն:
