Տնտեսագետն անդրադարձ է կատարել կառավարության՝ մենաշնորհների դեմ պայքարի մասին հայտարարություններին: Նրա խոսքով՝ նման հայտարարություններ լսում ենք տասնամյակից ավել:
«Հաշվի առնելով, որ մենաշնորհների դեմ պայքարն իրենից բարդ գործընթաց չի ներկայացնում՝ այդ հայտարարությունները ցանկությունների մակարդակի վրա են մնում: Դժվար է ասել, որ մենաշնորհների դեմ պայքարը կտա տնտեսության զարգացման համար որակական արդյունք, քանի դեռ որևէ էական փոփոխության ականատես չենք եղել: Առաջին հայացքից, թվում է, որ ամեն ինչ օրենքի սահմանում է: Կառավարությունը պնդում է, թե որևէ ձեռնարկության համար հատուկ մենաշնորհ չի սահմանել: Պետք է միջավայրի փոփոխություն իրականացնել, որը հնարավորություն կտա ստեղծել այնպիսի պայմաններ, որպեսզի ապահովվի մրցակցային, դաշտ: Միևնույն ժամանակ, այն մենաշնորհները, որոնք, հաշվի առնելով Հայաստանի տնտեսության փոքրությունը, ձևավորվել են տնտեսության կառուցվածքից ելնելով, այսինքն՝ որոշ ոլորտներ կան, որտեղ հնարավոր չէ կամ նպատակահարմար չէ մի քանի ընկերության գործունեություն ապահովել, այդ պարագայում կարող է լինել մենաշնորհ:
Եթե ավելացնենք նաև ԵԱՏՄ-ին անդամակցությունը, ապա մենք ունենում ենք նոր հնարավորություններ: Առաջին հերթին, իհարկե, պետք է քաղաքական կամք և օրենսդրական պահանջների կատարում: Ստվերային տնտեսությունը նույնպես մենաշնորհների համար նպաստավոր պայմաններ է ստեղծում: Գերիշխող դիրք զբաղեցնող ընկերությունների համար, որոնք զբաղվում են ներմուծմամբ, հարկային ծախսերը ավելի քիչ են ստացվում, քան նրանց համար, որոնք օրենքի սահմանում են գործում: Նաև փաստաթղթերի հետ կապված և այլ հարցեր կարող են ավելի արագ կարգավորվել:
Իհարկե, օրենքների պարզեցման անհրաժեշտություն կա, հատկապես առաջին անհրաժեշտության ապրանքների փաստաթղթերի հստակեցման համար, քանի ծանր օրենսդրական փաթեթ ունենք, սակայն դա հաջորդ քայլն է: Եթե չկա քաղաքական կամք, ցանկացած օրենսդրության պարագայում էլ կարող են տնտեսվարողների համար խնդիրներ ստեղծվել»,- նշեց Մեսրոպ Առաքելյանը:
