ԵԱՏՄ բարձրագույն խորհրդի հերթական անիմաստ նիստին հնչեցին հերթական՝ եվրասիական տարածաշրջանում ռազմաքաղաքական, տնտեսական իրականությունն ամենևին չարտացոլող, դրա հետ որևէ աղերսներ չունեցող հայտարարություններ։ Նախ մի քանի խոսք ժամանակակից աշխարհում ռազմաքաղաքական և տնտեսական միությունների ճակատագրի մասին։ Մեր աչքի առջև կազմալուծման ճանապարհ են բռնում այնպիսի միություններ, ինչպիսիք են ԵՄ-ն, ՆԱՏՕ-ն՝ կազմակերպություններ, որոնք, ձևավորվել են հզոր քաղաքական, տնտեսական հիմքերի և արդյունավետ համագործակցության բազմաթիվ նախադրյալների վրա։ Սակայն դրանք այս՝ գերարագ փոփոխվող աշխարհում, երբ ամեն օր փոխվում են գերտերությունների՝ իրենց քաղաքական նպատակներին հասնելու միջոցներն ու ճանապարհները և դրանց զուգահեռ շատ արագ ձևափոխությունների են ենթարկվում նաև բազամաթիվ տարածաշրջանային գործընթացներ, կոնֆլիկներ, դատապարտված են կազմաքանդվելու կամ վերաձևավորվելու։ Եվ սա բնական է, քանի որ նախկինում միևնույն կառույցի գործընկեր բազմաթիվ երկրներն այսօր արդեն հակառակորդներ են։
Հիմա գանք ԵԱՏՄ-ին։ Ինչու է այս կառույցն աննորմալ։
ԵՏՄ-ն այս ամբողջ համատեսքտում չի կարող դասական առումով ընկալվել որպես տնտեսական կամ քաղաքական միություն, որի գոյության ոչ տնտեսական, ոչ էլ առավել ևս քաղաքական նախադրյալներ չեն եղել։ Եվ այստեղ սարսափելին ոչ այնքան այն է, որ այս կառույցը ստեղծվելու «բնական» պահանջ չի եղել և որ այս միությունը «միավորում» է աշխարհաքաղաքական բոլորովին տարբեր՝ ես կասեի նույնիսկ ներհակ հետաքրքրություններ ունեցող պետություններ, որքան այն, որ այս երկրներն ամենևին ձգտում չունեն այս «միությունը» միություն դարձնելու, բայց և չեն էլ ուզում դադարել զբաղվել իրբև ընդահանուր տնտեսական և տարածաշրջանային շահերի կրող երկրներ լինելու իմիտացիայից։ Հավաքվում են ամեն անգամ, ժպտում միմյանց դեմքին, ելույթներ են ունենում իրենց «ընդհանուր» հետաքրքրությունների և կառույցի «կայացած» լինելու մասին, իսկ իրականության մեջ գործում են մեկը մյուսի դեմ։ Եվ քանի այս արհեստածին և կեղծ միության ամենամեծ վտանգը հենց այս քաղաքական ձևականությունն է, որն անդամ երկրներին միավորող միակ և ցավոք հավերժական գործոնն է։
