Իրանի հետ վիզայի ռեժիմի չեղարկման օգուտներն ու ռիսկերը.«Հայոց աշխարհ»

«Հայաստանի և Իրանի կառավարությունների միջև նախատեսվում է ստորագրել քաղաքացիների՝ առանց մուտքի արտոնագրի այցելությունների մասին համաձայնագիր: Թե ինչ քաղաքական և տնտեսական հեռանկարներ կբացվեն այս համաձայնագրի ստորագրմամբ երկու երկրների և հատկապես Հայաստանի համար, հետաքրքրվեցինք իրանագետ Վարդան Ոսկանյանից:
Նրա հավաստմամբ՝ այս քայլը փոխշահավետ համաձայնագիր է: Դրանից կշահի թե՛ Իրանի Իսլամական Հանրապետությունը, թե՛ Հայաստանը: Քաղաքական առումով այս գործընթացը վկայում է երկու հարևան պետությունների միջև վստահության ամենաբարձր մակարդակի գոյության մասին: Իսկ դա նշանակում է, որ այսուհետ քաղաքական հարցերում երկու պետությունների փոխգործակցությունն ավելի սերտ և բազմաշերտ է լինելու:
Անդրադառնալով հարցի տնտեսական կողմին՝ իրանագետը նշում է, որ համաձայնագրի ստորագրումը մեծապես կխթանի երկու երկրների տնտեսությունների, հատկապես զբոսաշրջության ճյուղի ծավալմանը. «Վիզաների ռեժիմի չեղարկումը լուրջ խթան է Հայաստանի և Իրանի միջև զբոսաշրջության զարգացման ուղղությամբ: Դրանով ոչ միայն իրանցիների՝ դեպի Հայաստան այցելությունները կխթանվեն, այլև հայաստանցիները կսկսեն այցելել Իրան՝ ավելի շահավետ պայմաններով:
Իրանը նույնպես զբոսաշրջության համար գրավիչ երկիր է, մինչդեռ մենք, չնայած մեր պատմական ու մշակութային դարավոր կապին և հարևան պետություններ լինելու հանգամանքին, այդ երկիրը մինչ օրս չենք դիտարկել որպես մեզ համար զբոսաշրջային ուղղություն: Կարծում եմ, դրա պատճառներից մեկը խորհրդային երկաթե վարագույրի առկայությունն էր, որը թույլ չի տվել, որ մենք ավելի լավ ճանաչենք միմյանց և հարաբերվենք:
Վարդան Ոսկանյանը չի բացառում, որ համաձայնագրի ստորագրմամբ նաև որոշակի ռիսկեր կարող են առաջանալ մեզ համար, օրինակ, թմրանյութերի շրջանառության հետ կապված: Բայց իրանագետը վստահեցնում է, որ իրավապահ մարմինները ի զորու կլինեն վերահսկել իրավիճակը՝ համապատասխան անվտանգության միջոցառումներ իրականացնելով. «Դրանք կողմնակի խնդիրներ են, որոնք հեշտ լուծելի են: Իսկ այս գործընթացը պետք է գնահատել չափազանց դրական և շահավետ, քանի որ նոր հեռանկարներ են բացվելու նաև մեզ համար: Դրական կողմերը մի քանի անգամ գերակշռում են հնարավոր ռիսկերը»:
