Առողջապահության հաշիվների նոր համակարգի (System of Health Accounts 2011) ներդրման մեր փորձն ուսումնասիրելու նպատակով Հայաստան է ժամանել Ռուսաստանի Դաշնության պաշտոնական պատվիրակությունը` ՌԴ առողջապահության նախարարի օգնական Վիտալի Ֆլեկի ղեկավարությամբ։ ՀՀ ԱՆ «Ակադեմիկոս Ս.Ավդալբեկյանի անվան Առողջապահության ազգային ինստիտուտում ՀՀ առողջապահության նախարարի տեղակալ Սերգեյ Խաչատրյանի,  ինստիտուտի տնօրեն Ալեքսանդր Բազարչյանի և ԱԱՀ թիմի հետ հանդիպման ժամանակ քննարկվեցին երկրների կարգավիճակը ԱԱՀ նոր մեթոդաբանության ներդրման գործընթացում և հետագա աշխատանքների ուղղությունները։ Առողջապահության ազգային հաշիվների նախորդ մեթոդաբանությունը օգտագործվում էր ցածր եկամուտ ունեցող երկրների համար, իսկ նոր մեթոդաբանությունը նախատեսված է միջին և բարձր եկամուտ ունեցող երկրների համար:

Նշվեց, որ Առողջապահության համակարգի ծախսերի գնահատման միջազգայնորեն ստանդարտացված նոր մեթոդաբանությունը մշակվել է Առողջապահության համաշխարհային կազմակերպության, Տնտեսական համագործակցության և զարգացման կազմակերպության, Եվրամիության վիճակագրական ծառայության համատեղ ուժերով:

ՀՀ ԱՆ Առողջապահության ազգային ինստիտուտը ընթացիկ տարեսկզբից ձեռնամուխ է եղել  Առողջապահության հաշիվների նոր համակարգի ներդրմանը (System of Health Accounts 2011), որի իրականացման համար ԱՀԿ-ի հետ համատեղ հաստատվել է աշխատանքային պլան և սկսվել են գործընթացները:

Ռուսաստանի Դաշնության և Հայաստանի ԱԱՀ թիմերն աշխատանքային հանդիպում են ուեցել նաև ԱՀԿ Երևանյան գրասենյակում։  Հայաստանյան թիմը հանգամանալից ներկայացրել է ԱԱՀ ոլորտում մեր երկրում իրականացված աշխատանքները, ներկայացրել միջանկյալ արդյունքները և ի հայտ եկած խոչընդոտները: Ռուսական կողմը շնորհակալություն է հայտնել հայ գործընկերներին իրենց փորձը  ներկայացնելու և հետագա համագործակցության պատրաստակամության համար:

Հավելենք, որ Առողջապահության հաշիվների համակարգը (System of Health Accounts) ներկայացնում է առողջապահական ապրանքների և ծառայությունների սպառման հետ կապված ֆինանսական հոսքերի համակարգված նկարագրությունը` նպատակ ունենալով նկարագրել առողջապահության համակարգի ծախսերը:

Առողջապահության հաշիվներն օգտագործվում են երկու ուղղությամբ՝ միջազգային, որտեղ շեշտը դրվում է միջազգայնորեն համեմատելի ծախսերի տվյալների ընտրության վրա, և ազգային, որտեղ ավելի մանրամասն են վերլուծվում առողջապահության ծախսերը` շեշտը դնելով ժամանակի ընթացքում համադրելի համեմատության վրա:

Առողջական հաշիվների զարգացումը երկրի առողջապահության ռազմավարական քաղաքականության մասն է: ԱԱՀ արդյունքները և վերլուծությունները կօգտագործվեն առողջապահական քաղաքականության վերլուծության և պլանավորման նպատակով: Առողջապահական համակարգի ամենամյա ռազմավարական ծրագրերի վերանայման, ինչպես նաև տվյալների օգտագործման համար Առողջության հաշիվների ուսումնասիրությունը նոր մեթոդաբանությամբ պետք է պատրաստ լինի մինչև 2016 թվականի ապրիլը:
