«Դեսպան»-ի ընկալումը մեզանում երբեմն անհիմն թերագնահատված է

Վերջին մի քանի ամսվա մեջ ՀՀ արտաքին քաղաքականությունը, ենթարկվելով լրջագույն փորձությունների, դարձել էր հանրային ու փորձագիտական մի շարք շրջանակների քննադատության հիմնական օբյեկտը: Ապրիլյան դեպքերի ներքո, հավանաբար, դա կանխատեսելի էր: Սակայն, կարծում եմ, խնդիրը ոչ այնքան ընտրված արտաքին քաղաքական ուղեգծի մեջ է, որքան դրա իրականացման մասով՝ ասենք որոշ դեսպանությունների մակարդակում ոչ պատշաճ ու հետևողական աշխատանք տանելու մեջ:
Մեր նման երկրներում ու դեսպանատների գործունեությունը առանցքային է: Մենք, չունենալով ռազմավարական ռեսուրսներ, շատ հարցերում աշխարհին հետաքրքիր չէնք: Հենց այս պարագայում դեսպանատների դերակատարումն անգնահատելի մեծ կարող է լինի: Արդյունավետ ու ակտիվ աշխատանքի միջոցով, նրանք կարող են ինչպես ներդրումներ, այնպես էլ քաղաքական բարիդրացիական հարաբերություններ հաստատել իրենց հյուրընկալ երկրի ու ՀՀ-ի միջև: Որոշ դեսպանների մասով մենք ունենք գործնականում հաստատված նման փորձառություն:
Սակայն ի՞նչ է մեզ մոտ կատարվում... Ռազմավարական նշանակություն ունեցող առնվազն երկու երկրում՝ Վրաստան ու ՌԴ, մենք ունենք լուրջ բացեր և ամենակարևորը՝ պասիվություն:
Ժամանակակաից աշխարհում պասիվությունը հանգեցնում է տնտեսական կորուստների, քաղաքական բացթողումների ու պետության հեղինակության անկման:
Մինչդեռ եվրոպական ուղության վրա (օրինակ՝ Բալթյան երկրներ, կենտրոն-եվրոպական երկրներ) դեսպանատան գերհամեստ բյուջեների ներքո ունենք առավել շոշափելի հաջողություններ ինչպես մեր նկատմամբ ընդհանուր տրամադրվածության, այնպես էլ ԼՂ, ցեղասպանության հարցի, Ադրբեջանի հակահայկականությանը դիմագրավելու առումներով: Իհակե այս հարցում բազմաթիվ խնդիրներ ու խնդրահարույց կետեր կան՝ դեսպանների մասնագիտական պատրաստվածություն, փորձի գործոն, սերնդափոխության հարց:
Ունենալով այն, ինչ այսօր մենք ունենք, պետք է առավել սթափ գնահատենք դեսպանների դերակատարման նշանակությունը մեր՝ թույլ ռեսուրսապահովվածությամբ երկրի համար: Ամեն դեսպան ՀՀ-ի համար կարևոր պատուհան է հյուրընկալ երկրում ու հաճախ հենց նրա ակտիվ աշխատանքից է կախված, թե մենք որքանով ենք հաջողում մեր արտաքին ու անվտանգային քաղաքականությունը, մեր տնտեսական զարգացման հեռանկարները և աշխարհում մեր նկատմամբ դրական տրամադրվածությունը:
