Անցած 25 տարիների ընթացքում հայաստանյան քաղաքականության մեջ հանրային կապերով զբաղվում էին հիմնականում մարդիկ, ովքեր հնարավորություն ունեին լռեցնելու այս կամ այն լրատվամիջոցը։

Յուրաքանչյուր ոք, ով պաշտոնի կամ հրապարակային գործունեության էր հավակնում, պարտադիր պետք է ունենար այսպես կոչված «մամուլ», մարդ, ով կկանխեր իրեն անհաճո ինֆորմացիա պարունակող հրապարակումները: Շատերը, չկարողանալով գրագետ տնօրինել ու կառավարել ինֆորմացիոն հոսքը, ընդհանրապես խուսափում էին տեղեկատվություն տրամադրելուց։ Դա է պատճառը, որ ԱԺ պատգամավորների մասին հասարակությունը տեղեկանում էր կամ սկանդալներից, կամ բացառապես նախընտրական շրջանի բարեգործական գործունեությունից։

Մամուլի աշխատանքը արդյունավետ էր այնքանով, որքանով մամուլով զբաղվող անձնավորությունը կապեր ուներ լրագրողական աշխարհի հետ: Սակայն դա այդպես էր այնքան ժամանակ, քանի դեռ ԶԼՄ-ների քանակը հնարավոր էր վերահսկել։

Այսօր իրավիճակը կտրուկ փոխվել է։

Գործող թերթերին ավելացել են դրանց էլեկտրոնային տարբերակները՝ մեկնաբանությունների տեսքով, ընթերցողների կարծիքները լուսաբանելու հնարավորությամբ։ Ավելացել են սոց. ցանցերում opinion leader-ները՝ իրենց բազմահազար բաժանորդներով, ավելացել են տեղեկատվությունը մատակարարելու եղանակները (վիդեո, աուդիո, տեքստային, անիմացիոն), ավելացել է միջազգային մամուլի անդրադարձը: Այս իրավիճակում հին մեթոդներով գործող քաղաքական միավորները ակնհայտորեն սկսել են զիջել պրոֆեսիոնալ PR թիմեր ունեցողներին։

Արգելափակելով մեկ կամ մեկ տասնյակ լրատվամիջոց այլևս հնարավոր չէ կանխել լրատվական արտահոսքը։ Լուծումը մեկն է. փակելու անարդյունավետ և ծախսատար փորձերի փոխարեն հարկավոր է կառավարել տեղեկատվական հոսքերը։

Որպես օրինակ դիտարկենք Էլեկտրիկ Երևանը։ Սոցիալական բողոք-պահանջը սկզբում ընթանում էր էլեկտրաէներգիայի սակագնի բարձրացման շուրջ, այնուհետև վերածվեց հայ-ռուսական, ավելի ուշ՝ քաղաքացիա-ոստիկանական դիմակայության և ի վերջո հանգուցալուծվեց ՀԵՑ-ի վաճառքով։

Յուրաքանչյուր քաղաքական, տնտեսական, սոցիալական, իրավական պրոցես լի է անկախատեսելի քաղաքական վտանգներով: Քաղաքական միավորը պետք է պատրաստ լինի կանխատեսելու և կանխարգելելու, հընթացս հարցին լուծում տալու, այլ ոչ թե վերջում տեղի ունեցած իրադարձությունը բացատրող մամլո հաղորդագրություններ տարածելուն։

Այս ծավալի աշխատանքը հնարավոր է միայն գրագետ, փորձառու և համապատասխան պատրաստվածություն ունեցող թիմի առկայության դեպքում։ Փաստացի տեղեկատվական տեխնոլոգիաների զարգացումը Հայաստանում զարգացնում է նաև հասարակայնության հետ կապերի ամբողջ դաշտը։
