Հակակոռուպցիոն «պայքարի» մասին. Թե ինչպես են պետբյուջեից միլիոններ մտնում Հերմինե Նաղդալյանի գրպանը

Երբ մեր կառավարության ներկայացուցիչները դեմքի լուրջ արտահայտությամբ հայտարարեցին այդ այսպես կոչված պայքարի մեկնարկի մասին, արդեն պարզ էր, որ դա «պայքար» է ոչ թե կոռումպացված խոշոր համակարգերի դեմ, այլ լիենլու է ոչ այլ ինչ է քան մանր ու միջին կաշառակերների որս։ Իսկ պետական տարբեր համակարգերում կաշառք վերցնող միջին վիճակագրական պեկտական աշխատողներն այդպիսին են, որովհետև համակարգն է այդպես պարտադրում, համակարգում կան խաղի կեղտոտ կանոններ, իսկ իրենք եթե նույնիսկ շատ ազնիվ էլ լինեն ու չկամենան մտնել նման գործարքների մեջ, չեն կարող, քանի որ այդպես դրված է վերևներից։ Բայց արի ու տես այս մանրո ւո միջին կաշառակերներն առաջին թիրախն են դառնում ու դառնալու, դե ընտրություններից առաջ հասարակությանը պետք է մի բռնված կաշառակերի ցույց տանթե չէ։
Բայց ես էլ, դուք էլ շատ լավ գիտենք, որ մեր երկիրը վարի է գնացել հենց խոշոր կաշառակերներից, որոնք ցավոք, հենց հակակոռուպցիոն պայքարի հանձնաժաղովներում են, ԱԺ-ում և կառավարությունում են։ Օրինակ հենց պետական գնումների համակարգը ամենակոռումպացվածն է մեր երկրում։ Ինչ է կատարվում այստեղ։ Այս կամ այն մարզային, համայնքային ամենատարբեր մասշտաբների և բնույթի խնդիրների լուծման՝ հիմնկանում ճանապարհաշինության և կառուցապատման տարբեր աշխատանքների համար պետական բյուջեի միջոցները տրվում են մասնավոր այն ընկերություններին, որոնց սեփականատերերը, հենց իրենք են՝ պետական տարբեր գործիչները, մարզպետների, նախարարների, բարեկամները, ընկրենրը, ԱԺ պատգամավորներ և այլ։ Եվ որպես կանոն պետական գնումների միցույթները ձևական բնույթ են կրում, քանի որ արդեն նախապես որոշված է, որ պետբյուջեից X քանակությամբ գումար պետք է մտնի օրինակ Հերմինե Նաղդալյանի գրպանը։ Իսկ մյուս ընկերությունները ինքնստինքյան դուր են մղվում այդ «մրցույթներից»։ Օրինակ նույն Հերմինե Նաղդալյանի ընկերությունը առանց մրցույթի պետության՝ մասնավորապես Սյունիքի մարզպետարանի հետ 14 մլն դրամի պայմանագիր է կնքել ինչ-որ շենքերի բարեկարգման համար։
Բացի այն որ այս՝ պետական չինովնիկներին պատկանող ընկերությունները պետական բյուջեինց հսկայական գումարներ են ստանում առանց արդար և թափանցիկ մրցույթի, այլ նաև գռդոն են անում այն նախագծերը որոնց իրականացման համար ստացել են այս փողերը, քանի որ փող տվողն էլ իրենք են, փող ստացողն էլ, վերհսկողն էլ։
Հիմա հասկացաք թե ինչու մենք չունենք ոչ նորմալ ճանապարհներ, ոչ այլ տիպի նորմալ ենթակառուցվածքներ։
