«Ժողովուրդ» թերթը գրում է. «Մայիսի 30-ին «Ժողովուրդ»-ը գրել էր, որ գիշերը ձերբակալվել են ՀՀ ՊՆ գեներալ-մայոր Մելս Չիլինգարյանը, գնդապետներ Արմեն Մարգարյանը եւ Մհեր Պապյանը: Երեկ պաշտոնապես հայտնի դարձավ, որ Պապյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 375-րդ հոդվածի 3-րդ մասով, իսկ Մելս Չիլինգարյանին եւ Արմեն Մարգարյանին՝ 375-րդ հոդվածի 2-րդ մասով` պաշտոնեական դիրքը չարաշահելը, որը պատժվում է ազատազրկմամբ 4-8 տարի ժամկետով:
Ինչպես տեղեկացրել էինք՝ իրենց դիրքի չարաշահման համար մեղադրվող բարձրաստիճան սպաներին քննչական մարմինն առաջարկել է կա՛մ գրել յուրացման ու կոռուպցիոն գործընթացի ողջ մանրամասները ցուցմունքներում, կա՛մ բոլորը կկալանավորվեն: Երեկ պաշտոնապես հայտնի դարձավ, որ վերջիններիս կալանավորման մասով քննիչը միջնորդություն է նեկայացրել դատարան: Ինչպես երեւում է՝ սպաները քննչական մարմինների համար ցանկալի ցուցմունքներ չեն տվել: Մեզ մնում է սպասել զարգացումներին՝ դարձյալ արձանագրելով, որ չնայած զինվորական բարձր կոչումներին, նրանք ի զորու չէին միանձնյա գործել իրենց վստահված ոլորտներում»:
