Վերջին շրջանում կրկին ակտիվացան մենաշնորհների և հակամենաշնորհային քաղաքականության մասին խոսակցությունները: Այդօրինակ խոսակցություններ թե՛ հասարակության շրջանում, թե՛ պատկան մարմիններում մշտապես եղել է քննարկման առարկա, սակայն մենաշնորհների հարցն այդպես էլ մեր երկրում մնում է չլուծված:

Մենաշնորհների օրինակները մեր երկրում բազմաթիվ են, սակայն բոլորին դասակարգել մեկ խմբի մեջ, այնքան էլ խելամիտ չէ: Բան այն է, որ մտածել, որ եթե տվյալ ոլորտում առկա է մենաշնորհ, ուրեմն դա վատ է և սխալ, մեղմ ասած, խելամիտ չէ: Դեռևս տնտեսագիտության դասական տեսությունների մեջ առանձնացվում են բնական մենաշնորհների տեսակներ, որոնք առավել արդյունավետ են հենց մենաշնորհային պայմաններում: Դրա վառ օրինակը բնական գազի, ջրի, էլեկտրաէներգիայի և նմանատիպ ոլորտներն են:

Այս առումով մեր երկրում վառ օրինակ է կապի ոլորտը, որտեղ այսօր արդեն մրցակցային միջավայը բավականին զարգացած է: Սակայն մտահոգության առիթ է մալուխային ծառայությունների ոչ մոնոպոլ կարգավիճակը, որի արդյունքում յուրաքանչյուր ընկերություն մշակում և ստեղծում է իր ցանցը, որը հսկայական ծախսերի հետ է կապված, և ավելի էֆեկտիվ կլիներ այդ ծախսերն ուղղել ոչ թե մայրաքաղաքում մրցակցային միջավայրը բարելավելուն, այլ հանրապետության տարածքում ինտերնետի հասանելիության շերտը մեծացնելուն:

Այս առումով բացառություն չէ նաև ապրանքների շուկան, որտեղ երբեմն մենաշնորհը կարող է ավելի արդյունավետ աշխատել, քան ազատ մրցակցայինը: Օրինակ վերցնենք առավել շատ քննարկված շաքարավազի շուկան: Այստեղ թեև օրենսդրական կարգավորում չկա, այց շուկան փաստացի գտնվում է մոնոպոլ կարգավիճակում: Սա բնավ չի նշանակում, որ այլ կազմակերպություններ շաքարավազ ներկրելու հնարավորություն չունի, սակայն այստեղ առկա է գնային լուրջ խնդիր: Եթե որևէ ընկերություն ցանկանա ներկրել շաքարավազ և հաշվարկի իր ծախսերը, ապա ակնհայտ կդառնա, որ իր կողմից ներկրած 1 կգ-ի ինքնարժեքն ավելի բարձր է, քան շուկայական գինը: Այս ճեղքվածքն առաջանում է ծավալների փոփոխության պատճառով, այսինքն՝ շաքարավազի հիմնական ներկրողը, օգտագործելով մասշտաբի էֆեկտը, նվազագույնի է հասցնում փոխադրման ծախսերը, ինչի արդյուքում էլ նվազում է միավորի հաշվով ինքնարժեքը, այսինքն՝ այս ոլորտը մրցակցային դարձնելու համար պետք է շուկայում հայտնվի խոշոր խաղացող, որը կկարողանա միանգամից գրավել գոնե շուկայի 1/3 մասը: Միայն այդ դեպքում հնարավոր կլինի ստեղծել մրցակցային միջավայր: Հակառակ դեպքում պետք է ստիպված փաստենք, որ առկա վիճակը առավել արդյունավետ է աշխատում: Սակայն նշենք նաև, որ շուկայի այդպիսի մասնաբաժին գրավելու համար անհրաժեշտ են հսկայական ներդրումներ և ծախսեր, իսկ նման խոշոր ծախսերի գործարանները միշտ չէ, որ պատրաստ են:
