Հայաստանի Հանրապետության արդարադատության նախարարությունը Մոսկվայում ազատազրկման դատապարտված հայ վարորդ Հրաչյա Հարությունյանին Հայաստան տեղափոխելու և պատժի կրումը հայրենիքում շարունակելու հարցով դիմել է ռուսական կողմին, սակայն բավականին երկար ժամանակ արձագանք չի ստացել: Ազգային ժողովի արտաքին հարաբերությունների մշտական հանձնաժողովի նիստում 2006 թվականի նոյեմբերի 28-ին Մինսկում ստորագրված:Քրեական դատավարության մասնակիցների պաշտպանության մասին» համաձայնագրի քննարկման ժամանակ այս մասին ասաց ՀՀ արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանը՝ պատասխանելով ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանի հարցին: Նա հավելեց, որ դա պայմանավորված է մի շարք հանգամանքներով: «Նախ պետք էնշեմ, որ Ռուսաստանում համապատասխան ընթացակարգերըտարբերվում են Հայաստանի ընթացակարգերից և ժամանակի առումովկարող են երկար տևել, քանի որ այնտեղ այդ գործընթացներումներգրավված են մի շարք գերատեսչություններ, իսկ որոշումը կայացվում էդատարանով»,- նշեց Քոչարյանը:

Նա ընդգծեց, որ տվյալ պահի դրությամբ ՀՀ արդարադատության նախարարությունը ընդամենը պատասխան է ստացել, որ ներկա պահին ճշտվում են Հրաչյա Հարությունյանի նկատմամբ քաղաքացիական հայցերի կարգավիճակը, թե արդյոք կան այդպիսի պարտավորություններ, թե ոչ, քանի որ այդ խնդիրը հանդիսանում է խնդրի լուծման հիմնական պայմաններից մեկը: Այսինքն, եթե պետք է հստակեցվի՝ քաղաքացին իրավական պարտավորություններ ունի՞, թե՞ ոչ, որպեսզի համապատասխան որոշումը կայացվի: Եվ ներկայումս մենք սպասում ենք ռուսական կողմի արձագանքին, որպեսզի գործընթացի համապատասխան ընթացքը ապահովենք»,- եզրափակեց Վիգեն Քոչարյանը:

Հրաչյա Հարությունյանը 2013 թվականի հուլիսի 13-ին «Կամազ» մակնիշի մեքենայով ՌԴ Պոդոլսկի շրջանի մերձակայքում բախվել էր մարդատար ավտոբուսին, ինչի հետևանքով զոհվել էր 18 մարդ: 2014 թվականի օգոստոսի 4-ին Մոսկվայի Տրոիցկի դատարանի վճռով Հարությունյանը դատապարտվել է 6 տարի 9 ամիս ազատազրկման:
