Գեներալ-մայոր Մելսիկ Չիլինգարյանը, գնդապետներ Արմեն Մարգարյանը և Մհեր Պապյանը կալանավորվել են

ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության ՀԿԳ քննության վարչության վարույթում շարունակվում է զինված ուժերի կարիքների համար տարբեր ապրանքատեսակների գնման գործընթացում արձանագրված չարաշահումների դեպքերի առթիվ հարուցված քրեական գործերի նախաքննությունը։ Պաշտոնեական դիրքը չարաշահելու համար մեղադրանքներ են առաջադրվել գեներալ-մայոր Մելսիկ Չիլինգարյանին և գնդապետներ Արմեն Մարգարյանին, Մհեր Պապյանին, որոնց նկատմամբ որպես խափանման միջոց է կիրառվել կալանավորումը։
Նախնական քննության տվյալներով՝ նշված անձանց կողմից պաշտոնեական դիրքի չարաշահմամբ ձեռք են բերվել տարբեր ապրանքատեսակներ՝ շուկայական գնից բարձր, իսկ որոշ դեպքերում գնումները եղել են չպահանջված։
Մասնավորապես՝ բավարար ապացույցներ են ձեռք բերվել առ այն, որ առանց համապատասխան պահանջարկի ՍՊ ընկերության հետ կնքվել է շուրջ 145 մլն դրամի պահեստամասերի մատակարարման վերաբերյալ պայմանագիր, որի արդյունքում ձեռք են բերվել չպահանջված պահեստամասեր՝ ակնհայտ ուռճացված գներով։
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, երկրորդ քրեական գործի նախաքննությամբ պարզվել է, որ գնդապետը, ի պաշտոնե պատասխանատու լինելով գնման ենթակա ապրանքների, ծառայությունների շուկայական գների ուսումնասիրությունը կազմակերպելու համար, անձնական շահագրգռվածությունից ելնելով, բարենպաստ պայմաններ է ստեղծել՝ մի շարք ապրանքների ձեռք բերման մրցույթում կոնկրետ ընկերության հաղթելու հավանականության համար։ Արդյունքում՝ իր ազգա կանի կողմից ղեկավարվող ընկերության հետ ստորագրվել է պայմանագիր՝ շուկայականից շատ ավելի բարձր գներով 29 անվանում ապրանքատեսակների մատակարարման վերաբերյալ։
Ձեռք բերված ապացույցների համակցությամբ՝ գեներալ-մայոր Մելսիկ Չիլինգարյանին և գնդապետ Արմեն Մարգարյանին հունիսի 2-ին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 375-րդ հոդվածի 2-րդ մասով, Մ.Պապյանին՝ ՀՀ քրեական օրենսգրքի 375-րդ հոդվածի 3-րդ մասով։ Նրանց նկատմամբ որպես խափանման միջոց է կիրառվել կալանավորումը։
Նախաքննությունը շարունակվում է, իրականացվում են բազմածավալ քննչական գործողություններ՝ բազմակողմանի, օբյեկտիվ և լրիվ քննությունն ապահովելու համար։
Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցվածչէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
