Փոփոխությունների մեկնարկը և տեսանելի կողմերը

Մի քանի շաբաթ է հանրության ուշադրությունը սևեռված է կառավարության կողմից նախաձեռնված փոփոխություններին: Այդ գործընթացին սկիզբը դրվեց մայիսի 12-ին, իսկ այն իր մեջ ներառում է պետական անհարկի ծախսերի կրճատում, միջոցների խնայողական և նպատակային օգտագործում, պայքար մենաշնորհների և կոռուպցիայի դեմ: Թեմայի շուրջ կարծիքներն ու դիտարկումները տարբեր են, շատ ժամանակ ծայրահեղ տարբերվող:
Սկսված գործընթացը լայն քննարկումների տեղիք տվեց, քաղաքացիները սպասում էին, որ քայլեր են արվելու այդ ուղղությամբ: Արդյունքում մեկ շաբաթ անց ականատես եղանք, որ կրճատվեցին մոտ 800 ծառայողական մեքենաներ, ինչը հնարավորությույն կընձեռնի որոշակի չափով թեթևացնել պետբյուջեի բեռը:
Պետք է նշել, որ նշված փոփոխությունները աննախադեպ են, քանի որ երբևե այդպիսի մաշտաբային գործընթաց պետական ապարատում և ենթակա գերատեսչություններում երբևէ չի կիրառվել: Թերևս սա է պատճառը, որ հանրության մոտ որոշակի թերահավատություն կա և սպասումներ են առաջացել, թե գործընթացը շատ արագ իր հանգուցալուծումը պետք է ստանա:
Հանրությունը ցանկանում է օր առաջ «ազատվել» մենաշնորհներից և կոռուպցիայի նման արատավոր երևույթից: Իրականում գործընթացն առաջ տանելու և բարեհաջող ավարտին հասցնելու համար անհրաժեշտ է պրագմատիկ մոտեցում և քայլերի հաջորդական կիրառում, քանի որ միաժամանակյա և հապշտապ կայացած որոշումների և քայլերի արդյունավետությունը կարող է հարցական լինել. ՀՀ նման երկրում անհրաժեշտ է մանրակրկիտ վերլուծել, հաշվի առնել, բոլոր ռիսկերը, ապա առաջ շարժվել:
Սկսված գործընթացի շրջանակում հաջորդ կարևոր քայլը եղավ պետգնումների ոլորտում կոռուպցիոն ռիսկերի նվազեցման մասին որոշումը, որը նախատեսում է պետգնումների իրականացման հարցում թափանցիկության ապահովվում, որը տեղի է ունենալու պետգնումների պաշտոնական կայքէջի հաշվետվությունների բաժնում ամսական կտրվածքով տեղադրվում է համապատասխան տեղեկատվություն, որը բաց կլինի հանրության համար:
Ինչպես երևում է պրոցեսը կախված է շղթակայական քայլերի հաջորդականություն, այս իմաստով մյուս կարևոր ձեռնարկումը նախատեսվում է մենաշնորհների դեմ պայքարի շրջանակում: Իսկ այդ քայլերի արդյունավետությունը կախված է ոչ միայն համապատասխան մարմինների գործողություններից, այլև այդ գործողությւնների նկատմամբ հանրության հետևողական լինելու և բացերը մատնանաշելու հանգամանքից:
Այնպես որ անհրաժեշտ է հետևել պրոցեսի ընթացքին. աստիճանաբար ձեռնարկված քայլերի արդյունքներն ակնառու կլինի, ինչն իր հերթին հնարավորություն կտա գնահատել դրանց արդյունավետությունը:
