Ինչո՞ւ է շուկան հեղեղված անորակ էլեկտրական լամպերով.«Հայոց աշխարհ»

«Սպառողներից շատերին է մտահոգում խանութից ձեռք բերված կենցաղային էլեկտրական լամպերի որակը, քանի որ դրանք օգտագործելուց առավելագույնը մեկ-երկու շաբաթ հետո շարքից դուրս են գալիս: Ավելի բախտավորներին այդ լամպերը ծառայում են գոնե մեկ-երկու ամիս:

Բացի դրանից, այդ լամպերը նաև վտանգավոր են, քանզի հաճախ այրվելիս պայթում են կամ այնպես են փչանում, որ մեծ դժվարությամբ է հնարավոր լինում հանել լամպակալի միջից: Երբեմն անգամ ստիպված ես լինում կոտրել լամպակալը:

Խնդրին քաջատեղյակ են սպառողների շահերը պաշտպանող կազմակերպությունները, և իրենք էլ ահազանգում են դրա մասին, քանի որ անորակ լամպերի առկայությունը շուկայում լրջորեն հարվածում է սպառողների գրպանին, նաև նրանց զրկում համապատասխան գնի դիմաց որակյալ արտադրանք ձեռք բերելու հնարավորությունից՝ բարոյական վնաս պատճառելով:

«Սպառողների միություն» հասարակական կազմակերպության նախագահ Աարմեն Պողոսյանը հայաստանյան շուկայի` անորակ լամպերով հեղեղված լինելու պատճառը թերի օրենսդրությունն է համարում, որով պարտադիր սերտիֆիկացում չի նախատեսվում կենցաղում օգտագործվող էլեկտրական ապրանքների համար:

Ըստ նրա՝ եթե ժամանակին սահմանին մաքսազերծելուց առաջ պարտադիր փորձաքննություն էր անցկացվում, որից հետո սերտիֆիկացման փաստաթուղթ էին տալիս փորձարկված լամպերի համար, ապա այժմ այլ կարգ է գործում. «Այսօր օրենքը չի պահանջում ներմուծման պահին ապրանքի որակական և օրինականության սերտիֆիկացման մասին փաստաթուղթ ներկայացնել: Հետևաբար փորձաքննություն չի կատարվում: Ստացվում է, որ դրսից ինչ տեսակի էլեկտրական սարքեր, սարքավորումներ և իրեր ասես կարող են ներմուծել՝ առանց մտավախության, որ դրանց մուտքը Հայաստան կարգելվի:

Նույնն էլ տեղական արտադրանքի դեպքում է: Դրանց համար նույնպես պարտադիր սերտիֆիկացում չի պահանջվում: Ընկերությունները հիմնականում նաև խուսափում են փորձաքննություն իրականացնել արտադրանքը թողարկելուց հետո: Իսկ վերահսկողության բացակայության պայմաններում դա լիովին հնարավոր է: Ի վերջո սպառողն ինքն է «փորձաքննում» լամպերը՝ հիմնականում ոչ բարեհաջող ավարտով:

Մեզանում էլեկտրական լամպեր գնելիս սպառողը մեծ մասամբ գումարը քամուն է տալիս, քանի որ դրանք նախատեսված մի քանի ամսվա փոխարեն կարող են անգամ ընդամենը մեկ-երկու օր ծառայել»:

«Իրազեկ և պաշտպանված սպառող» հասարակական կազմակերպության նախագահ Բաբկեն Պիպոյանն էլ սպառողներին առաջարկվող էլեկտրական լամպերի ցածրորակ լինելը պայմանավորում է այդ շուկայում վերահսկողության լրիվ բացակայությամբ: Այդ իրավասությունը էկոնոմիկայի նախարարության շուկայի վերահսկողության տեսչական մարմնինն է, որը վերջին անգամ լամպերի շուկայում մեծածավալ ուսումնասիրություններ է իրականացրել 2012թ.: Փաստորեն արդեն չորս տարի է` շուկան բարձիթողի վիճակում է:

Մենք փորձեցինք հարցի վերաբերյալ պարզաբանումներ ստանալ նաև էկոնոմիկայի նախարարության շուկայի վերահսկողության տեսչական մարմնից, սակայն մեզանից գրավոր հարցադրումներ պահանջելուց հետո այդպես էլ որևէ պատասխան չտրվեց: Հավանաբար նորից մասնագիտական ներուժի և մարդկային ռեսուրսների սղությունն էր մեղավոր...»,–գրում է թերթը։
