Ներկայացնում ենք թերթի առաջնորդողից մի հատված.

«Երեկ Երևանում ավարտվել է Հավաքական անվտանգության մասին պայմանագրի կազմակերպության` ՀԱՊԿ-ի անվտանգության խորհուրդների քարտուղարների կոմիտեի նիստը: Երևանում կրկին հնչել են հայտարարություններ, որոնք հերթական անգամ վկայում են ոչ միայն՝ Հայաստանի անվտանգության համար այդ կազմակերպության անկենսունակության մասին, այլ, հատկապես ապրիլյան քառօրյա պատերազմից հետո, մեղմ ասած, հեգնանք են պարունակում Հայաստանի նկատմամբ:

Մասնավորապես` ՀԱՊԿ գլխավոր քարտուղար Նիկոլայ Բորդյուժան` խոսելով Հայաստանի բանակի սպառազինությունների մասին, հայտարարել է` «Հայաստանը կարող է արդիականացնել իր զինված ուժերը՝ ՀԱՊԿ երկրներում արտոնյալ գներով զենք ձեռք բերելով»:

Ավելի ցինիկ հայտարարություն, քան Բորդյուժայի ասածները, դժվար է պատկերացնել: Ավելի քան երկու ամիս է` Հայաստանում բոլորը` իշխանությունն ու ընդդիմությունը, հասարակությունն ամբողջությամբ, քննարկում են դեռևս նախորդ տարվա ամռանը ստորագրված վարկային համաձայնագրով Հայաստանին 200 միլիոն դոլարի սպառազինության մատակարարման, ավելի ճիշտ` չմատակարարման հարցը, իսկ Բորդյուժան Երևանում ասում է, թե Հայաստանի զինուժի արդիականացման ճանապարհն արտոնյալ գներով զենք գնելու հնարավորությունն է:

Բայց Բորդյուժան, բնականաբար, չի անդրադառնում այն հարցին, որ այդ հնարավորությունը միայն թղթի վրա է, չի պարզաբանում, թե ինչու Ադրբեջանին ժամացույցի ճշտությամբ զենք վաճառող Ռուսաստանը շուրջ մեկ տարի Հայաստանին չի մատակարարում այդ սպառազինությունը: Բորդյուժային այդ մասին գոնե հրապարակավ չեն հարցնում նաև լայնադեմ ժպիտով նրա կողքին գտնվող հայ պաշտոնյաները, որովհետև ասելիքն արդեն ասվել է ամենաբարձր մակարդակով: Ասվել է, բայց պատասխան չի ստացվել: Չի ստացվել նաև զենքը:

Ու երբ այդքանից հետո ՀԱՊԿ քարտուղարը հայտարարում է, թե Հայաստանի զինված ուժերի արդիականացման համար «աշխատանքի շատ ձևեր կան», մնում է ենթադրել, որ նա նկատի ունի Ադրբեջանի կողմից դիվերսիաներին աջակցությունը, որը, բնականաբար, բարձրացնում է ՀՀ զինված ուժերի մարտունակությունը` այդպիսով նպաստելով նաև արդիականացմանը: Իրականում ՀԱՊԿ-ի ցանկացած միջոցառում, հատկապես՝ Հայաստանում անցկացվող, վկայում է, որ դա արհեստական, իրականում կեղծ կառույց է, որը գործնականում որևէ առնչություն չունի անդամ երկրների, առնվազն՝ Հայաստանի անվտանգության հետ:

Դա էլ իր հերթին՝ բացահայտում է Հայաստանի պաշտոնյաների ու քաղաքական դաշտի ներկայացուցիչների մեծամասնության սնանկությունը, երբ ՀԱՊԿ-ից Հայաստանի դուրս գալու մասին հարցերին ի պատասխան՝ նրանք դեմքի մտահոգ ու սրտաճմլիկ արտահայտությամբ հայտարարում են, թե Հայաստանը ՀԱՊԿ-ին այլընտրանք չունի»,–գրում է թերթը։
