Կոռուպցիայի դեմ պայքարի այս հերթական փուլին էլ եմ սկեպտիկորեն նայում: Որքան էլ դրական ընկալվի, չեմ համարում, որ մեքենա կամ հաստիք կրճատելով երկարաժամկետ որևէ խնդիր կարելի է լուծել: Միշտ էլ համոզված եմ եղել, որ խնդիրների լուծման ճանապարհը ինքնակարգավորող մեխանիզմների կայացումն է, ինստիտուցիոնալիզացիան: Դու, որպես պետություն, ախտորոշում ես խնդիրը, կայացնում են խնդիրն ինքնաբերաբար կարգավորող մեխանիզմը, հիմնում ես այն ու կողք քաշվում- լուռ վերահսկում: Այս տեսանկյունից կոռուպցիայի դեմ պայքարի մերօրյա այս աղմուկ-աղաղակի մեջ ռացիոնալ մի մոտեցում, այնուամենայնիվ, տեսա:
Վարչապետը հայտարարեց, որ տրամադրված են ներմուծում-մեծածախ վաճառք-մանրածախ վաճառք շղթայում բացառել խոշոր տնտեսվարողների կողմից ապրանքային շուկայում խաղի կանոնների թելադրումը և մեխանիզմ առաջարկեց, որով կարևոր ապրանքային շուկաներում նույն խոշոր տնտեսվարողի կողմից միաժամանակ մանրածախ և մեծածախ վաճառքով զբաղվելը պետք է արգելվի, խոշոր տնտեսվարողը մեծածախ վաճառքը պետք է իրականացնի միայն պետականորեն հսկվող էլեկտրոնային հարթակի միջոցով ևեթե անգամ ներմուծող ու մանրածախ առևտրով զբաղվող ընկերությունները փոխկապակցված են, միևնույն է, պետք է հարաբերվեն միայն այդ հարթակի միջոցով: Սա հենց խնդիրներ լուծելու ժամանակակից ձևն է. ախտորոշում- լուծման ինստիտուցիոնալացում. տեսնում ես, որ «խեղճ» օլիգարխն ինքը ներմուծում է, ինքը իրացնում է, ինքը որոշում է խաղի կանոնները, վերցնում ու դնում ես մեխանիզմ, որով ինքը ներմուծելուց հետո պարտավոր է ապրանքը բաց դնել մանրածախերի համար աճուրդի, ինքն էլ բոլորի հետ հավասար մասնակցել դրան:
Հիմա կկարողանա՞ն սա անել, բոլորիս համար շատ ավելի լավ, չե՞ն կարողանա, ամբողջ օրը ազգովի կշարունակենք ջիգյարով քննարկել, թե ինչ ավտո ենք կրճատում :) Սենց էլ ապրում ենք՝ կստացվի-չի ստացվի ասելով «ռամաշկայի» թերթիկներ պոկելով:
