Շիրակի մարզի ընդհանուր իրավասության դատարանում հարուցվել է քրեկան գործ գյուղապետարանի աշխատակցի կողմից համայնքային գումարները հափշտակելու դեպքոի առթիվ:

Մասնավորապես, ըստ Դատական տեղեկատվական համակարգի՝ Շիրակի մարզի Բասեն համայնքի ղեկավարի աշխատակազմի առաջին կարգի մասնագետ Հերիքնազ Կարոյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա իրավասու լինելով կատարելու հարկերի հավաքագրումը՝նպատակ ունենալով խոշոր չափերի գումար հափշտակել, 2013թ-ից մինչև 2015թ. առաջին եռամսյակն ընկած ժամանակահատվածում համայնքի բնակիչներից համապատասխան անդորրագրերով հավաքագրել է ընդհանուր` 14 միլիոն 955 հազար 695 դրամ հողի հարկի եւ գույքահարկի գումարներ: Ապա այդ գումարները համայնքի բյուջե չի մուտքագրել, այլ յուրացման եղանակով հափշտակել է գումարները՝ համայնքի բնակիչներին տրամադրելով վճարման փաստը հիմնավորող ձեւական անդորրագրեր:

Անդորրագրերի երկրորդ օրինակներում էլ կեղծ տեղեկություններ է մտցրել մուծված գումարի չափի վերաբերյալ` դրանցում նշելով վճարված գումարից պակաս գումարներ մուծելու վերաբերյալ կեղծ տեղեկություններ, որից հետո կեղծ բովանդակությամբ անդորրագրերը հանձնել է համակարգողին:

Վերջինիս մեղադրանք է առաջադրվել Քրեական օրենսգրքի 179-րդ հոդվածի երրորդ մասի առաջին կետով եւ 314 հոդվածի առաջին մասով:

Սրանցից առաջինը ենթադրում է չորսից ութ տարի ժամկետով ազատազրկում ՝ գույքի բռնագրավմամբ կամ առանց դրա: Իսկ երկրորդը՝ կամ նվազագույն աշխատավարձի երկուհարյուրապատիկից չորսհարյուրապատիկի չափով տուգանք, կամ մեկից երկու տարի ժամկետով ուղղիչ աշխատանքներ, կամ մեկից երեք ամիս ժամկետով կալանք, կամ էլ՝ առավելագույնը երկու տարի ժամկետով ազատազրկում:

Գյուղապետարանի հարկային գործակալը ստորագրությամբ ազատ է արձակվել:

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ,քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի`օրինական ուժի մեջ մտած դատավճռով:
