Սահմանադրական «տոնավաճառ». բախումը լինելու է իշխանական դաշտում

«Ժամանակ» թերթը գրում է. «Սահմանադրական բարեփոխումների գործընթացը Հայաստանում ամենայն հավանականությամբ կընթանա երկշերտ դիմակայությամբ: Առաջին շերտում կլինի դեմի եւ կողմի, այսպես ասած, քաղաքական դիմակայությունը. մի կողմում՝ իշխանությունները եւ մյուս կողմում՝ ոչ իշխանական ուժերի նոր փաթեթավորումը: Սակայն առանցքային դիմակայությունը, անկասկած, կլինի իշխանության ներսում, որտեղ արդեն շատ երկար ժամանակ առկա է շահերի լուրջ բախում: Այդ բախումը անխուսափելիորեն տեղափոխվելու է սահմանադրական բարեփոխումների դաշտ եւ ընթանալու է այդ գործընթացի տիրույթում:

Իսկ ահա կողմ-դեմ, այսպես ասած, քաղաքական հակադրությունը ընդամենը լինելու է ներիշխանական հակադրությունը «քամուց պաշտպանող» ծածկը, որի տակ իշխանության ներսում տարբեր թեւերը կպարզեն իրենց հարաբերությունները: Ըստ որում, այդ թեւերից մեկը կամ մի քանիսը անպայմանորեն մասնակցություն կունենան նաեւ ոչ իշխանական նոր փաթեթավորման մեջ՝ այդ փաթեթավորումը կամ այդ շերտը վերահսկողության տակ պահելու համար:

Ներիշխանական դիմակայության արդյունքում էլ կորոշվի սահմանադրական բարեփոխումների ճակատագիրը՝ ընդունվո՞ւմ են դրանք, թե՞ ոչ, եթե ընդունվում են, ապա՝ ինչ տեսքով, իսկ եթե չեն ընդունվում, ապա՝ որոնք են լինում հետագա քայլերը արդեն պառլամենտական 131 տեղերի, նախագահական եւ վարչապետական պաշտոնների համար:

Մինչեւ աշուն իշխանական թեւերը պետք է հստակեցնեն իրենց մոտեցումները, իրենց ակնկալիքները, հավակնությունները, պահանջները եւ բնականաբար նաեւ՝ փաստարկները այդ ամենի, թե ինչու հենց իրենք պետք է արժանի լինեն հենց այդքանի (որքան որ կուզի նրանցից յուրաքանչյուրը):

Այդ ամենի վրա էլ պետք է տեղի ունենա սահմանադրական «տոնավաճառը», որը Հայաստանում փաստորեն տեղի է ունենում տասը տարին մեկ: Ըստ էության, դա ոչ այլ ինչ է, քան ներիշխանական մեծ առեւտուր Հայաստանի ռեսուրսների հաշվին: Սահմանադրական բարեփոխումների գործընթացը հանրային ռեսուրսների, իշխանության եւ տնտեսական քվոտաների վերաբաժանման գործընթաց է, որը հասարակության հետ կապ չունի կամ կապ ունի այնքանով, որքանով կապ ուներ երեկ եւ որքանով կապ է ունենալու վաղը:

Ըստ էության, այդ ռեսուրսը հանրությունից խլվել է 20 տարի առաջ, իսկ միգուցե նույնիսկ ավելի վաղ, եւ մեծ հաշվով քաղաքացիների համար այսօր այնքան էլ նշանակություն չունի, թե ռեսուրսը խլողները, այսինքն՝ հանրության վրա ավազակային հարձակում գործած իշխանական համակարգը գողոնն ինչ կերպ կբաժանի իրար մեջ՝ ավելի շատ Սերժ Սարգսյանի՞ն կհասնի, Հովիկ Աբրահամյանի՞ն, Ռոբերտ Քոչարյանի՞ն, թե՞ որեւէ այլ մեկի:

Հասարակությունն ունի մեկ խնդիր՝ վերադարձնել իրենից խլվածը, վերադարձնել իրեն պատկանողը, պետությանը պատկանողը: Հանրությանն ընդամենը պետք է իմանալ, թե որտեղից է պետք վերադարձնել ու ինչպես»:
