Այն, որ հատկապես ապրիլյան պատերազմից հետո մենք ոչ մի կերպ չենք կարողանում 200 միլիոն վարկի զենքը ՌԴ-ից Հայաստան բերել, և որ դա ՌԴ-ի համար Հայաստանի վրա ճնշումներ բանցենելու հիանալի գործիք է դարձել ՌԴ-ի ձեռքում՝ Արցախյան հակամարտության այս փուլում, սրա մասին անգամ խոստովանում են ՀՀԿ-ականները, մասնավորապես Վահրամ Բաղդարասյանն օրերս խոստովանեց, որ ՌԴ-ի և Հայաստանի միասնական ՀՕՊ համակարգ ստեղծելու մասին համաձայնագրի վավերացումը կարագացնի վարկով զենքի մատակարարումը Հայաստան։ 
Առանց խուճապային տրամադրություններ տարածելու որևէ մտադևություն ունենալու, ասում եմ, որ սա ոչ այլ ինչ է քան Հայաստանին փակուղի մտցնել ամեն պահին ռազմական գործողությունների վերսկսման վտանգի պայմաններում։ 
Այսինքն ՀՕՊ միասնական համակարգի ստեղծումը ոչ թե պետք է դիտարկել հայ-ռուսական ռազմական համագործակցության կոնտեքստից, (եթե այդպես լիներ, ապա այն կարելի էր համարել հաջող ռազմական համագործակցության օրինակ), այլ որպես Հայաստանի ևս մեկ ռազմական ենթակառուցվածքի վրա վերահսկողություն հաստատելու ՌԴ-ի մտադրությսւն։
Բայց այստեղ վտանագվորն այն է, (որքան էլ դծվար լինի խոստովանելը) որ Ադրբեջանը, որն ապրիլյան պատերազմիկց հետո շատ ավելի լավ ծանոթացավ մեր բացերին, համալրել է իր զինանոց նոր զենքերով Իսրայելից, Ուկրաինայից և այլն։ Իսկ մենք դեռ սպասում ենք մեր մեծ եղբորը, որը դեռռ չի կամենում մեզ զենք մատակարարել։
