Անդրադառնալով Հարկային նոր օրենսգրքի նախագծին՝ տնտեսագիտության դոկտոր Աշոտ Եղիազարյանն ասաց, որ ամբողջությամբ դեռ չի հասցրել նայել: Past.am-ի հետ զրույցում նա նշեց, որ օրենսգիրքը պետք է ամբողջ դաշտը կարգավորի, ինչը դրական է:

Պարոն Եղիազարյանը, այնուամենայնիվ, չի կարծում, որ այս պահին Հարկային օրենսգրքի ընդունման անհրաժեշտությունը կա: Ըստ նրա՝ օրենսգիրքը սերտորեն կապ ունի տնտեսական քաղաքականության հետ, որտեղ առկա են անորոշություններ:

«Օրենսգրքի առանձնահատկություններից մեկն այն է, որ դրանում էական նորամուծություններ չկան: Հիմնական շեշտադրություններն արվում են անուղղակի հարկերի վրա՝ ավելացված արժեքի հարկ, ակցիզային հարկ, մաքսատուրքեր, որոնք մեր բյուջեի հիմնական եկամուտային մասն են ապահովում:

Հաջորդ առանձնահատկությունն այն է, որ այս օրենսգիքրը, ըստ էության, նպատակ ունի ապահովել հարկաբյուջետային կայունություն, այսինքն՝ բյուջետային մուտքերի հավաքագրման հետ կապված կան մեծ ռիսկեր, այս խստացումներն էլ ունեն հարցի լուծման նպատակ: Հարկային ծանրաբեռնվածության ավելացումները պետք է փոխհատուցեն այն կորուստները, որ մենք կարող ենք ունենալ: Առանց հարկաբյուջետային կայունության հնարավոր չէ նոր պարտքեր ձեռք բերել: Մենք գիտենք, որ վերջին շրջանում պարտքը մեծ նշանակություն ունի Հայաստանում ֆինանսական կայունության ապահովման համար»,- ընդգծեց մեր զրուցակիցը:
