Լոռու մարզի ընդհանուր իրավասության դատարանում հարուցվել է քրեական գործ՝ հետաքննիչի կողմից կեղծ արձանագրություն կազմելու դեպքի առթիվ: Ըստ Դատական տեղեկատվական համակարգի՝ Նորայր Ճաղարյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա որպես հետաքննության մարմնի ներկայացուցիչ, հանցագործությունների մասին հաղորդումների քննարկման գործառույթներն իրականացնելիս՝ իր կողմից սպասարկվող վարչական տարածքում չբացահայտված հանցագործությունների գծով բացասական ցուցանիշ չունենալու անձնական դրդումներով կազմել եւ նյութերին կցելու եղանակով հանձնել է պաշտոնական փաստաթուղթ հանդիսացող, կեղծ դատավարական արձանագրություն, որում Ս.Կիրակոսյանի անունից անձամբ կատարել է գրառումներ ու ստորագրություններ:

Նորայր Ճաղարյանին մեղադրանք է առաջադրվել Քրեական օրենսգրքի 314-րդ հոդվածի առաջին մասով, այն է՝ պաշտոնատար անձի կողմից շահադիտական նպատակով կամ անձնական այլ դրդումներով կամ խմբային շահերից ելնելով՝ պաշտոնական փաստաթղթերում ակնհայտ կեղծ տեղեկություններ կամ գրառումներ մտցնելը, կեղծում, քերվածք կամ այլ թվական գրառումներ կամ փոփոխություններ կատարելը, ինչպես նաեւ կեղծ փաստաթղթեր կազմելը կամ հանձնելը պատժվում է տուգանքով՝ նվազագույն աշխատավարձի երկուհարյուրապատիկից չորսհարյուրապատիկի չափով, կամ ուղղիչ աշխատանքներով՝ մեկից երկու տարի ժամկետով, կամ կալանքով՝ մեկից երեք ամիս ժամկետով, կամ ազատազրկմամբ՝ առավելագույնը երկու տարի ժամկետով: Վերջինս չհեռանալու վերաբերյալ ստորագրությամբ բաց է թողնվել: Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
