Շարմազանովը կողմ է համայնքների խոշորացման գաղափարին, բայց խնդրահարույց է համարում Կողբ և Բերդավան համայնքների միավորումը

Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը կողմ է համայնքների խոշորացման գաղափարին: ԱԺ փոխնախագահն այս մասին հայտարարեց խորհրդարանում «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ կատարելու մասին օրենսդրական նախաձեռնության քննարկման ժամանակ: «Ես այն կարծիքին եմ, որ Հայաստանն այլ ճանապարհ չունի, և մենք պետք է գ նանք համայնքների խոշորացման: Սա ասում է մի մարդ, ով ապրում է մայրաքաղաքում, բայց շատ հաճախ բնակվում է նաև շրջանում՝ Ալավերդի քաղաքում: Առաջին փոփոխությունն արվեց Թումանյան համայնքում, որտեղ մի քանի համայնքներ միավորվեցին: Սկզբնական շրջանում, միգուցե, կային դժգոհություններ, բայց այսօր մենք տեսնում ենք, որ աստիճանաբար դրական միտումներ կան»,- նշեց Շարմազանովը:
ԱԺ փոխնախագահը համաձայն է մտահոգությունների հետ, որ աշխարհագրական առումով խնդիրներ կան, որ միավորված և միավորվելիք համայնքները միմյանցից հեռու են: Նրա խոսքով՝ կարելի է քննարկել, գտնել կոմունիկացիաների արդյունավետ տարբերակներ: «Կարծում եմ, որ մենք պետք է ստեղծենք այնպիսի մեխանիզմներ, որպեսզի յուրաքանչյուր փոքր համայնքի շահերը չանտեսվեն: Համայնքների խոշորացումով նախկին փոքր համայնքների շահերը չպետք է անտեսվեն: Սա հստակ սկզբունք է, որը պետք է դրվի: Խոշորացումը անհրաժեշտ է և պետք է լինի արդյունավետ»,- ասաց ԱԺ փոխնախագահը:
Նա դրական է վերաբերում այն հանգամանքին, որ խորհրդարանի քննարկմանը ներկայացված նախագծով Նոյեմբերյան համայնքի հետ միավորվում են Բաղանիս, Բարեկամավան, Դովեղ, Կոթի համայնքները: «Բայց Կողբը և Բերդավանը մեծ համայնքներ են: Արդյո՞ք դուք լավ եք հաշվարկել, որ այս երկու համայնքների միավորումն ավելի արդյունավետ կլինի դրանց կառավարումը, թե,՞ միգուցե, թողնենք երկու առանձին մեծ համայնքներ, որովհետև Բերդավանն էլ պակաս մեծ գյուղ չի, Կողբն էլ շատ մեծ գյուղ է: Հարևան գյուղեր են, կարող են առանձին մնալ, միգուցե, ավելի արդյունավետ լիներ: Բերդավանը իր ենթակառուցվածքներով, տարածքով, բնակչությամբ կարող է իր մեջ 4 գյուղ ներառել: Առաջարկվում է միավորել այս երկու համայնքները և անունը դնել Կողբ: Եկեք այս համայնքները թողնենք առանձին: Եթե սա հնարավոր է, անենք»,- ընդգծեց ԱԺ փոխնախագահը՝ նկատելով, որ օրենսդրական նախաձեռնության հետ կապված այլ մտահոգություններ չունի և կողմ է համայնքների խոշորացմանը:
