Դավիթ Լոքյանը վարչապետին է ներկայացրել ՀՀ 2016-2025թթ. տարածքային զարգացման ռազմավարության նախագիծը

ՀՀ վարչապետ Հովիկ Աբրահամյանի գլխավորությամբ հունիսի 15-ին տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել է  ՀՀ 2016-2025թթ. տարածքային զարգացման ռազմավարության նախագիծը։ Խորհրդակցությանը մասնակցել են Հայաստանում ԵՄ  պատվիրակության  ղեկավար,  դեսպան Պյոտր Սվիտալսկին, ԵՄ մի շարք ներկայացուցիչներ, փորձագետներ և շահագրգիռ գերատեսչությունների ղեկավարներ:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից,  ՀՀ տարածքային կառավարման և զարգացման նախարար Դավիթ Լոքյանը մանրամասն ներկայացրել է ՀՀ 2016-2025թթ. տարածքային զարգացման ռազմավարության նախագիծը, փաստաթղթի հիմնական նպատակները, սկզբունքները և ակնկալվող արդյունքները: Դավիթ Լոքյանի խոսքով՝ ռազմավարության հիմնական նպատակն է բոլոր մարզերի մրցունակության բարձրացումը՝ հիմք ընդունելով վերջիններիս ներքին ներուժը, թույլ տալով առավել ընդարձակ ինտեգրու մը ազգային ու միջազգային տնտեսությունների հետ, տարածքներում համաչափության բարձր մակարդակի ապահովումը` հատուկ ուշադրություն դարձնելով ամենաթույլ զարգացած տարածքներին ու սահմանամերձ համայնքներին: Ըստ նախարարի՝ ռազմավարության կարևորագույն նպատակներից է նաև ռեսուրսների կայուն օգտագործման վրա տարածքային զարգացման քաղաքականության ու գործելակերպերի բարելավումը զարգացման պլանավորման ու իրականացման գործընթացներում` տարածքային ու տեղական դերակատարների առավել ակտիվ մասնակցության ապահովման միջոցով:

Զեկուցվել է, որ կառավարության ներկայիս դիրքորոշումը տարածքային զարգացման վերաբերյալ ներկայացված է ՀՀ տարածքային զարգացման հայեցակարգում, որն ընդունվել է 2011թ.-ին: Հայեցակարգն ուղղված է տարածքների միջև զարգացման անհամաչափությունների հարթեցմանը և ազգային, մարզային ու տեղական իշխանությունների համար տեղերում կարողությունների ստեղծմանն ուղղված ծրագրերի իրականացմանը:

Նախարար Դավիթ Լոքյանը տեղեկացրել է նաև, որ ռազմավարության նախագիծը համատեղ մշակվել է ԵՄ-ի հետ և ակնկալվում է, որ տարածքային զարգացման  գործառնական  առաջին ծրագիրը կմշակվի 2016-2017 և կիրականացվի 2017-2020 թթ.:

Վարչապետ Հովիկ Աբրահամյանը կարևորել է ներկայացված փաստաթուղթը, որի իրագործումը կնպաստի տարածքային համաչափ զարգացմանը: Վարչապետն ընդգծել է, որ  համայնքների կայացմանը զուգահեռ պետք է կառավարության լիազորությունները ապակենտրոնացնել դեպի համայնքներ:  Կառավարության ղեկավարի խոսքով՝ համայնքների ֆինանսական  հնարավորությունները բավարար չեն համայնքային խնդիրները լուծելու համար, ինչը տնտեսական համաչափ զարգացման առումով  խնդիր է: Այս համատեքստում, վարչապետ Աբրահամյանն անհրաժեշտ է համարել կառավարության, ինչպես նաև միջազգայիÕ ¶ կառույցների աջակցությունը:

Հայաստանում ԵՄ  պատվիրակության  ղեկավար,  դեսպան Պյոտր Սվիտալսկին կարևորել է Հայաստանի տարածքային զարգացման  ռազմավարության նախագիծը և ողջունել համայնքների զարգացմանն ուղղված կառավարության վարած քաղաքականությունը: ԵՄ դեսպանը նշել է, որ Եվրամիությունը այսուհետ ևս պատրաստ է լրացուցիչ ֆինանսական օժանդակություն տրամադրել Հայաստանին՝ տարածքային զարգացմանն ուղղված ծրագրերի իրականացման համար:
