Նարեկ Սարգսյանը ֆեյսբուքյան իր էջում գրում է.
Հանքարդյունահանող կազմակերպությունները և քաղաքացիական հասարակությունը ընտրել և Արդյունահանող ճյուղերի թափանցիկության նախաձեռնության (Extractive Industries Transparency Initiative) շրջանակներում բազմաշահառու խումբ ստեղծելու նպատակով ՀՀ կառավարությանն են ներկայացրել իրենց թեկնածուների անունները: Ընդ որում, համաձայն միջազգային այս նախաձեռնության պահանջի, կառավարությունը չէր կարող միջամտել կամ չափաորոշիչներ հաստատել թեկնածուների ընտրության հարցում: Ուստի թե՛ քաղաքացիական հասարակությունը, թե՛ հանքարդյունահանող կազմկերպություններն իրենց թեկնածուներին պետք է ընտրեին ինքնակազմակերպման միջոցով:
Այս հանգամանքը թույլ է տալիս ենթադրել, որ շուտով Հայաստանում կսկսվի հանքարդյունաբերության ոլորտում թափանցիկության բարձրացմանն ուղղված նոր գործընթաց:
Արդյունահանող ճյուղերի թափանցիկության նախաձեռնությունը (EITI) կառավարությունների, ընկերությունների և քաղաքացիական հասարակության համաշխարհային կոալիցիա է, որոնց համատեղ աշխատանքն ուղղված է բնական պաշարներից ստացվող եկամուտների բաց և հաշվետու կառավարման բարելավմանը: Այսօր նախաձեռնությանն անդամակցում է 51 պետություն:
Այս նախաձեռնությամբ պահպանվում է EITI ստանդարտը, որը երկրներն իրականացնում են նավթային, գազի և հանքարդյունաբերական ընկերությունների կողմից վճարված հարկերը և այլ գումարները լիարժեք բացահայտելու նպատակով:
Նշված վճարումները և ոլորտի վերաբերյալ այլ տեղեկատվությունը բացահայտվում են EITI տարեկան զեկույցում: Զեկույցը քաղաքացիներին հնարավորություն է տալիս տեղեկատվություն ստանալ, թե իրենց կառավարությունը բնական պաշարներից որքան եկամուտ է ստացել, ինչ ուղղություններով են ծախսվել այդ գումարները, ինչպես նաև ոլորտի վերաբերյալ այլ առանցքային տեղեկություններ:
Հիշեցնենք, որ դեռևս անցյալ տարվա հուլիսին վարչապետ Հովիկ Աբրահամյանը Կոռուպցիայի դեմ պայքարի խորհրդի նիստի ժամանակ հայտարարել էր ՀՀ կառավարության պատրաստակամության մասին՝ անդամակցելու Արդյունահանող ճյուղերի թափանցիկության նախաձեռնությանը:
